    Q&A: Claire Walsh on how J-PAL’s King Climate Action Initiative tackles the twin climate and poverty crises

    The King Climate Action Initiative (K-CAI) is the flagship climate change program of the Abdul Latif Jameel Poverty Action Lab (J-PAL), which innovates, tests, and scales solutions at the nexus of climate change and poverty alleviation, together with policy partners worldwide.

    Claire Walsh is the associate director of policy at J-PAL Global at MIT. She is also the project director of K-CAI. Here, Walsh talks about the work of K-CAI since its launch in 2020, and describes the ways its projects are making a difference. This is part of an ongoing series exploring how the MIT School of Humanities, Arts, and Social Sciences is addressing the climate crisis.

    Q: According to the King Climate Action Initiative (K-CAI), any attempt to address poverty effectively must also simultaneously address climate change. Why is that?

    A: Climate change will disproportionately harm people in poverty, particularly in low- and middle-income countries, because they tend to live in places that are more exposed to climate risk. These are nations in sub-Saharan Africa and South and Southeast Asia where low-income communities rely heavily on agriculture for their livelihoods, so extreme weather — heat, droughts, and flooding — can be devastating for people’s jobs and food security. In fact, the World Bank estimates that up to 130 million more people may be pushed into poverty by climate change by 2030.

    This is unjust because these countries have historically emitted the least; their people didn’t cause the climate crisis. At the same time, they are trying to improve their economies and improve people’s welfare, so their energy demands are increasing, and they are emitting more. But they don’t have the same resources as wealthy nations for mitigation or adaptation, and many developing countries understandably don’t feel eager to put solving a problem they didn’t create at the top of their priority list. This makes finding paths forward to cutting emissions on a global scale politically challenging.

    For these reasons, the problems of enhancing the well-being of people experiencing poverty, addressing inequality, and reducing pollution and greenhouse gases are inextricably linked.

    Q: So how does K-CAI tackle this hybrid challenge?

    A: Our initiative is pretty unique. We are a competitive, policy-based research and development fund that focuses on innovating, testing, and scaling solutions. We support researchers from MIT and other universities, and their collaborators, who are actually implementing programs, whether NGOs [nongovernmental organizations], government, or the private sector. We fund pilots of small-scale ideas in a real-world setting to determine if they hold promise, followed by larger randomized, controlled trials of promising solutions in climate change mitigation, adaptation, pollution reduction, and energy access. Our goal is to determine, through rigorous research, if these solutions are actually working — for example, in cutting emissions or protecting forests or helping vulnerable communities adapt to climate change. And finally, we offer path-to-scale grants which enable governments and NGOs to expand access to programs that have been tested and have strong evidence of impact.

    We think this model is really powerful. Since we launched in 2020, we have built a portfolio of over 30 randomized evaluations and 13 scaling projects in more than 35 countries. And to date, these projects have informed the scale ups of evidence-based climate policies that have reached over 15 million people.

    Q: It seems like K-CAI is advancing a kind of policy science, demanding proof of a program’s capacity to deliver results at each stage. 

    A: This is one of the factors that drew me to J-PAL back in 2012. I majored in anthropology and studied abroad in Uganda. From those experiences I became very passionate about pursuing a career focused on poverty reduction. To me, it is unfair that in a world full of so much wealth and so much opportunity there exists so much extreme poverty. I wanted to dedicate my career to that, but I’m also a very detail-oriented nerd who really cares about whether a program that claims to be doing something for people is accomplishing what it claims.

    It’s been really rewarding to see demand from governments and NGOs for evidence-informed policymaking grow over my 12 years at J-PAL. This policy science approach holds exciting promise to help transform public policy and climate policy in the coming decades.  

    Q: Can you point to K-CAI-funded projects that meet this high bar and are now making a significant impact?

    A: Several examples jump to mind. In the state of Gujarat, India, pollution regulators are trying to cut particulate matter air pollution, which is devastating to human health. The region is home to many major industries whose emissions negatively affect most of the state’s 70 million residents.

    We partnered with state pollution regulators — kind of a regional EPA [Environmental Protection Agency] — to test an emissions trading scheme that is used widely in the U.S. and Europe but not in low- and middle-income countries. The government monitors pollution levels using technology installed at factories that sends data in real time, so the regulator knows exactly what their emissions look like. The regulator sets a cap on the overall level of pollution, allocates permits to pollute, and industries can trade emissions permits.

    In 2019, researchers in the J-PAL network conducted the world’s first randomized, controlled trial of this emissions trading scheme and found that it cut pollution by 20 to 30 percent — a surprising reduction. It also reduced firms’ costs, on average, because the costs of compliance went down. The state government was eager to scale up the pilot, and in the past two years, two other cities, including Ahmedabad, the biggest city in the state, have adopted the concept.

    We are also supporting a project in Niger, whose economy is hugely dependent on rain-fed agriculture but with climate change is experiencing rapid desertification. Researchers in the J-PAL network have been testing training farmers in a simple, inexpensive rainwater harvesting technique, where farmers dig a half-moon-shaped hole called a demi-lune right before the rainy season. This demi-lune feeds crops that are grown directly on top of it, and helps return land that resembled flat desert to arable production.

    Researchers found that training farmers in this simple technology increased adoption from 4 percent to 94 percent and that demi-lunes increased agricultural output and revenue for farmers from the first year. K-CAI is funding a path-to-scale grant so local implementers can teach this technique to over 8,000 farmers and build a more cost-effective program model. If this takes hold, the team will work with local partners to scale the training to other relevant regions of the country and potentially other countries in the Sahel.

    One final example that we are really proud of, because we first funded it as a pilot and now it’s in the path to scale phase: We supported a team of researchers working with partners in Bangladesh trying to reduce carbon emissions and other pollution from brick manufacturing, an industry that generates 17 percent of the country’s carbon emissions. The scale of manufacturing is so great that at some times of year, Dhaka (the capital of Bangladesh) looks like Mordor.

    Workers form these bricks and stack hundreds of thousands of them, which they then fire by burning coal. A team of local researchers and collaborators from our J-PAL network found that you can reduce the amount of coal needed for the kilns by making some low-cost changes to the manufacturing process, including stacking the bricks in a way that increases airflow in the kiln and feeding the coal fires more frequently in smaller rather than larger batches.

    In the randomized, controlled trial K-CAI supported, researchers found that this cut carbon and pollution emissions significantly, and now the government has invited the team to train 1,000 brick manufacturers in Dhaka in these techniques.

    Q: These are all fascinating and powerful instances of implementing ideas that address a range of problems in different parts of the world. But can K-CAI go big enough and fast enough to take a real bite out of the twin poverty and climate crisis?

    A: We’re not trying to find silver bullets. We are trying to build a large playbook of real solutions that work to solve specific problems in specific contexts. As you build those up in the hundreds, you have a deep bench of effective approaches to solve problems that can add up in a meaningful way. And because J-PAL works with governments and NGOs that have the capacity to take the research into action, since 2003, over 600 million people around the world have been reached by policies and programs that are informed by evidence that J-PAL-affiliated researchers produced. While global challenges seem daunting, J-PAL has shown that in 20 years we can achieve a great deal, and there is huge potential for future impact.

    But unfortunately, globally, there is an underinvestment in policy innovation to combat climate change that may generate quicker, lower-cost returns at a large scale — especially in policies that determine which technologies get adopted or commercialized. For example, a lot of the huge fall in prices of renewable energy was enabled by early European government investments in solar and wind, and then continuing support for innovation in renewable energy.

    That’s why I think social sciences have so much to offer in the fight against climate change and poverty; we are working where technology meets policy and where technology meets real people, which often determines their success or failure. The world should be investing in policy, economic, and social innovation just as much as it is investing in technological innovation.

    Q: Do you need to be an optimist in your job?

    A: I am half-optimist, half-pragmatist. I have no control over the climate change outcome for the world. And regardless of whether we can successfully avoid most of the potential damages of climate change, when I look back, I’m going to ask myself, “Did I fight or not?” The only choice I have is whether or not I fought, and I want to be a fighter.     Illustrating India’s complex environmental crises

    Abhijit Banerjee, the Ford Foundation International Professor of Economics at MIT, and Sarnath Banerjee (no relation), an MIT Center for Art, Science, and Technology (CAST) visiting artist share a similar background, but have very different ways of thinking. Both were raised for a time in Kolkata before leaving India to pursue divergent careers, Abhijit as an economist who went on to win the 2019 Nobel Memorial Prize in Economic Sciences (an award he shares with MIT Professor Esther Duflo and Harvard University Professor Michael Kremer), and Sarnath as a visual artist and graphic novelist. 

    The two collaborated on a pair of short films, “The Land of Good Intentions” and “The Eternal Swamp,” that blend their expertise in a unique and captivating form. Each film addresses a particular environmental crisis facing present-day India by tracing its origins back through the centuries. The films are presented in a kind of lecture style, with Abhijit appearing as the narrator, unraveling historical details, as graphics by Sarnath visualize the story with an often wry and easy wit. The results apply logic and narrative coherence to problems with complex roots in the forces of nature, economics, and local culture. 

    “The Land of Good Intentions” explores the conditions and policies that led to mass protests by farmers, in Punjab and elsewhere, following the passage of farming legislation in September 2020. The film begins by providing historical context from multiple angles, including the significance of rice to regional culture, its growing conditions (which require a lot of water), the region’s climate (which produces very little), and previous government subsidies that led to its overproduction. The 2020 Farm Bills were intended to address rice overproduction and its consequences, including the depletion of Punjab’s groundwater supply, pollution from the burning of rice stalks, and a surplus going to waste. But farmers considered that they were being asked to shoulder the costs of a problem the government created. 

    “The arguments in the film don’t necessarily align with popular liberal arguments, but it gives subtler shape and layers to them,” Sarnath says. “That dialectical way of thinking is important to the liberal movement, which is driven by passion and a sense of justice. Abhijit is driven by factual analysis, which sometimes makes the argument more complex.”

    Their second film, “The Eternal Swamp,” addresses the crisis of flooding in Kolkata and its causes in the geographical and economic development of the city from the start. Because Kolkata was built on very wet land, and real estate has long been one of the only viable industries in the city, it has been developed without regard to proper drainage in a climate that produces more rainfall than it can handle. There is a pervading sense that Kolkata will eventually be entirely below water.

    “It was a good collaboration from the beginning,” Sarnath says of working with Abhijit on the CAST Visiting Artist project, a process which began just before Abhijit was awarded the Nobel Prize in 2019 and continued through the pandemic. “Both of us work on instinct, but the way he shapes an argument is very different from me,” Sarnath says. “My work does not follow a linear approach to telling a story; it’s fragmentary, driven by mood and emotion more than narrative, like composing a piece of music.”

    Since they first met at a literary conference years ago, Abhijit and Sarnath have been close friends and intellectual sparring partners. Though Sarnath is based in Berlin and Abhijit in Boston, the two often cross paths in different locales and have long, ambling discussions that traverse a wide array of topics. “We spend a lot of time walking together wherever we find ourselves, whether it’s down the Longfellow Bridge in Boston or through Delhi or Kolkata,” Sarnath says. The idea for this project was born out of such conversations, in response to pressing events in their home country. 

    Abhijit wrote a proposal to MIT CAST, and the questions they received through the process helped them further shape the project. “It’s important, when you have the luxury, just to spend time together. Thanks to MIT, we managed to do that across continents,” Sarnath says of their creative process. “It’s more than just telling a story; Abhijit unpacked what was in his head, and I drew and wrote a bit as well,” Sarnath says. And they worked with the editor and animator Niusha Ramzani, whom Sarnath says lent an Iranian aesthetic to the film’s animations. 

    As for the format of the films, they wanted to capture the sense of a serene Bengali afternoon, with Abhijit seated in his home in Kolkata speaking in a relaxed tone. “We wanted it to be a bit like a Royal Society lecture,” Sarnath says, somewhat like a TED Talk but more personable and intimate. The aim was to make their complicated subjects more easily comprehensible, through the language of Abhijit’s narration and with the help of visual metaphors. Still, they did not want to sacrifice complexity.

    “Economists are fabulists,” says Abhijit Banerjee. “We tell stories, simple stories, but that tends to get obscured in the telling, often because we like to be very careful about not overstating our case. Irony and the kind of playful humor that Sarnath brings to narration seemed to offer a different way to avoid being too emphatic, while allowing the story to be told in a way that it reaches a much larger audience. What is brilliant about Sarnath’s work is the play between reliable and the unreliable — the readers are happy to be misdirected because they know that it will ultimately lead them where they want to be. I was hoping we could bring a little of that into economics.” 

    “You have to emancipate yourself from any one definitive answer,” Sarnath Banerjee says, describing Abhijit’s expansive way of thinking, through which he follows multiple thought processes to their logical conclusions. The result allows for ambiguity and contradiction, though the pathways of thinking are clear. The films illustrate the situations facing farmers in Punjab and the waterlogged streets of Kolkata by tracing their roots and examining the history of cause and effect. The results provide clarity, but no simple answers.

    The process was an enriching one for both of them, the kind of advancement in understanding that can only come in dialogue. “With each collaboration, you learn, and learning to me is an artistic form,” Sarnath says. “We are always learning.” More

    Reflecting on COP28 — and humanity’s progress toward meeting global climate goals

    With 85,000 delegates, the 2023 United Nations climate change conference, known as COP28, was the largest U.N. climate conference in history. It was held at the end of the hottest year in recorded history. And after 12 days of negotiations, from Nov. 30 to Dec. 12, it produced a decision that included, for the first time, language calling for “transitioning away from fossil fuels,” though it stopped short of calling for their complete phase-out.

    U.N. Climate Change Executive Secretary Simon Stiell said the outcome in Dubai, United Arab Emirates, COP28’s host city, signaled “the beginning of the end” of the fossil fuel era. 

    COP stands for “conference of the parties” to the U.N. Framework Convention on Climate Change, held this year for the 28th time. Through the negotiations — and the immense conference and expo that takes place alongside them — a delegation of faculty, students, and staff from MIT was in Dubai to observe the negotiations, present new climate technologies, speak on panels, network, and conduct research.

    On Jan. 17, the MIT Center for International Studies (CIS) hosted a panel discussion with MIT delegates who shared their reflections on the experience. Asking what’s going on at COP is “like saying, ‘What’s going on in the city of Boston today?’” quipped Evan Lieberman, the Total Professor of Political Science and Contemporary Africa, director of CIS, and faculty director of MIT International Science and Technology Initiatives (MISTI). “The value added that all of us can provide for the MIT community is [to share] what we saw firsthand and how we experienced it.” 

    Phase-out, phase down, transition away?

    In the first week of COP28, over 100 countries issued a joint statement that included a call for “the global phase out of unabated fossil fuels.” The question of whether the COP28 decision — dubbed the “UAE Consensus” — would include this phase-out language animated much of the discussion in the days and weeks leading up to COP28. 

    Ultimately, the decision called for “transitioning away from fossil fuels in energy systems, in a just, orderly and equitable manner.” It also called for “accelerating efforts towards the phase down of unabated coal power,” referring to the combustion of coal without efforts to capture and store its emissions.

    In Dubai to observe the negotiations, graduate student Alessandra Fabbri said she was “confronted” by the degree to which semantic differences could impose significant ramifications — for example, when negotiators referred to a “just transition,” or to “developed vs. developing nations” — particularly where evolution in recent scholarship has produced more nuanced understandings of the terms.

    COP28 also marked the conclusion of the first global stocktake, a core component of the 2015 Paris Agreement. The effort every five years to assess the world’s progress in responding to climate change is intended as a basis for encouraging countries to strengthen their climate goals over time, a process often referred to as the Paris Agreement’s “ratchet mechanism.” 

    The technical report of the first global stocktake, published in September 2023, found that while the world has taken actions that have reduced forecasts of future warming, they are not sufficient to meet the goals of the Paris Agreement, which aims to limit global average temperature increase to “well below” 2 degrees Celsius, while pursuing efforts to limit the increase to 1.5 degrees above pre-industrial levels.

    “Despite minor, punctual advancements in climate action, parties are far from being on track to meet the long-term goals of the Paris Agreement,” said Fabbri, a graduate student in the School of Architecture and Planning and a fellow in MIT’s Leventhal Center for Advanced Urbanism. Citing a number of persistent challenges, including some parties’ fears that rapid economic transition may create or exacerbate vulnerabilities, she added, “There is a noted lack of accountability among certain countries in adhering to their commitments and responsibilities under international climate agreements.” 

    Climate and trade

    COP28 was the first climate summit to formally acknowledge the importance of international trade by featuring an official “Trade Day” on Dec. 4. Internationally traded goods account for about a quarter of global greenhouse gas emissions, raising complex questions of accountability and concerns about offshoring of industrial manufacturing, a phenomenon known as “emissions leakage.” Addressing the nexus of climate and trade is therefore considered essential for successful decarbonization, and a growing number of countries are leveraging trade policies — such as carbon fees applied to imported goods — to secure climate benefits. 

    Members of the MIT delegation participated in several related activities, sharing research and informing decision-makers. Catherine Wolfram, professor of applied economics in the MIT Sloan School of Management, and Michael Mehling, deputy director of the MIT Center for Energy and Environmental Policy Research (CEEPR), presented options for international cooperation on such trade policies at side events, including ones hosted by the World Trade Organization and European Parliament. 

    “While COPs are often criticized for highlighting statements that don’t have any bite, they are also tremendous opportunities to get people from around the world who care about climate and think deeply about these issues in one place,” said Wolfram.

    Climate and health

    For the first time in the conference’s nearly 30-year history, COP28 included a thematic “Health Day” that featured talks on the relationship between climate and health. Researchers from MIT’s Abdul Latif Jameel Poverty Action Lab (J-PAL) have been testing policy solutions in this area for years through research funds such as the King Climate Action Initiative (K-CAI). 

    “An important but often-neglected area where climate action can lead to improved health is combating air pollution,” said Andre Zollinger, K-CAI’s senior policy manager. “COP28’s announcement on reducing methane leaks is an important step because action in this area could translate to relatively quick, cost-effective ways to curb climate change while improving air quality, especially for people living near these industrial sites.” K-CAI has an ongoing project in Colorado investigating the use of machine learning to predict leaks and improve the framework for regulating industrial methane emissions, Zollinger noted.

    This was J-PAL’s third time at COP, which Zollinger said typically presented an opportunity for researchers to share new findings and analysis with government partners, nongovernmental organizations, and companies. This year, he said, “We have [also] been working with negotiators in the [Middle East and North Africa] region in the months preceding COP to plug them into the latest evidence on water conservation, on energy access, on different challenging areas of adaptation that could be useful for them during the conference.”

    Sharing knowledge, learning from others

    MIT student Runako Gentles described COP28 as a “springboard” to greater impact. A senior from Jamaica studying civil and environmental engineering, Gentles said it was exciting to introduce himself as an MIT undergraduate to U.N. employees and Jamaican delegates in Dubai. “There’s a lot of talk on mitigation and cutting carbon emissions, but there needs to be much more going into climate adaptation, especially for small-island developing states like those in the Caribbean,” he said. “One of the things I can do, while I still try to finish my degree, is communicate — get the story out there to raise awareness.”

    At an official side event at COP28 hosted by MIT, Pennsylvania State University, and the American Geophysical Union, Maria T. Zuber, MIT’s vice president for research, stressed the importance of opportunities to share knowledge and learn from people around the world.

    “The reason this two-way learning is so important for us is simple: The ideas we come up with in a university setting, whether they’re technological or policy or any other kind of innovations — they only matter in the practical world if they can be put to good use and scaled up,” said Zuber. “And the only way we can know that our work has practical relevance for addressing climate is by working hand-in-hand with communities, industries, governments, and others.”

    New clean air and water labs to bring together researchers, policymakers to find climate solutions

    MIT’s Abdul Latif Jameel Poverty Action Lab (J-PAL) is launching the Clean Air and Water Labs, with support from Community Jameel, to generate evidence-based solutions aimed at increasing access to clean air and water.

    Led by J-PAL’s Africa, Middle East and North Africa (MENA), and South Asia regional offices, the labs will partner with government agencies to bring together researchers and policymakers in areas where impactful clean air and water solutions are most urgently needed.

    Together, the labs aim to improve clean air and water access by informing the scaling of evidence-based policies and decisions of city, state, and national governments that serve nearly 260 million people combined.

    The Clean Air and Water Labs expand the work of J-PAL’s King Climate Action Initiative, building on the foundational support of King Philanthropies, which significantly expanded J-PAL’s work at the nexus of climate change and poverty alleviation worldwide. 

    Air pollution, water scarcity and the need for evidence 

    Africa, MENA, and South Asia are on the front lines of global air and water crises. 

    “There is no time to waste investing in solutions that do not achieve their desired effects,” says Iqbal Dhaliwal, global executive director of J-PAL. “By co-generating rigorous real-world evidence with researchers, policymakers can have the information they need to dedicate resources to scaling up solutions that have been shown to be effective.”

    In India, about 75 percent of households did not have drinking water on premises in 2018. In MENA, nearly 90 percent of children live in areas facing high or extreme water stress. Across Africa, almost 400 million people lack access to safe drinking water. 

    Simultaneously, air pollution is one of the greatest threats to human health globally. In India, extraordinary levels of air pollution are shortening the average life expectancy by five years. In Africa, rising indoor and ambient air pollution contributed to 1.1 million premature deaths in 2019. 

    There is increasing urgency to find high-impact and cost-effective solutions to the worsening threats to human health and resources caused by climate change. However, data and evidence on potential solutions are limited.

    Fostering collaboration to generate policy-relevant evidence 

    The Clean Air and Water Labs will foster deep collaboration between government stakeholders, J-PAL regional offices, and researchers in the J-PAL network. 

    Through the labs, J-PAL will work with policymakers to:

    co-diagnose the most pressing air and water challenges and opportunities for policy innovation;
    expand policymakers’ access to and use of high-quality air and water data;
    co-design potential solutions informed by existing evidence;
    co-generate evidence on promising solutions through rigorous evaluation, leveraging existing and new data sources; and
    support scaling of air and water policies and programs that are found to be effective through evaluation. 
    A research and scaling fund for each lab will prioritize resources for co-generated pilot studies, randomized evaluations, and scaling projects. 

    The labs will also collaborate with C40 Cities, a global network of mayors of the world’s leading cities that are united in action to confront the climate crisis, to share policy-relevant evidence and identify opportunities for potential new connections and research opportunities within India and across Africa.

    This model aims to strengthen the use of evidence in decision-making to ensure solutions are highly effective and to guide research to answer policymakers’ most urgent questions. J-PAL Africa, MENA, and South Asia’s strong on-the-ground presence will further bridge research and policy work by anchoring activities within local contexts. 

    “Communities across the world continue to face challenges in accessing clean air and water, a threat to human safety that has only been exacerbated by the climate crisis, along with rising temperatures and other hazards,” says George Richards, director of Community Jameel. “Through our collaboration with J-PAL and C40 in creating climate policy labs embedded in city, state, and national governments in Africa and South Asia, we are committed to innovative and science-based approaches that can help hundreds of millions of people enjoy healthier lives.”

    US and UAE governments highlight early warning system for climate resilience

    The following is a joint announcement from MIT and Community Jameel.

    An international project to build community resilience to the effects of climate change, launched by Community Jameel and a research team at MIT, has been recognized as an innovation sprint at the 2023 summit of the United States’ and United Arab Emirates’ Agriculture Innovation Mission for Climate (AIM4C).

    The Jameel Observatory Climate Resilience Early Warning System Network (Jameel Observatory-CREWSnet), one of MIT’s five Climate Grand Challenges flagship projects, aims to empower communities worldwide, specifically within the agriculture sector, to adapt to climate shocks by launching cross-sector collaborations and by combining state-of-the-art climate and socioeconomic forecasting techniques with technological solutions to support communities’ resilience.

    AIM4C is a joint initiative of the U.S. and U.A.E. that seeks to enhance climate action by accelerating agriculture and food systems innovation and investment. Innovation sprints are selected by AIM4C to accelerate their impact following a competitive process that considers scientific excellence and financial support.

    “As we launch Jameel Observatory-CREWSnet, the AIM4C summit offers a great opportunity to share our plans and initial work with all those who are interested in enhancing the capacity of agricultural communities in vulnerable countries to deal with challenges of climate change,” says Elfatih Eltahir, HM King Bhumibol Professor of Hydrology and Climate at MIT and project leader of the Jameel Observatory-CREWSnet.

    Jameel Observatory-CREWSnet seeks to bridge the gap between the knowledge about climate change created at research institutions such as MIT and the local farming communities that are adapting to the impacts of climate change. By effectively informing and engaging local communities, the project seeks to enable farmers to sustainably increase their agricultural productivity and income.     

    The Jameel Observatory-CREWSnet will initially pilot in Bangladesh and Sudan, working with local partners BRAC, a leading international nonprofit headquartered in Bangladesh, and the Agricultural Research Corporation-Sudan, the principal agricultural research arm of the Sudanese government, and with MIT’s Abdul Latif Jameel Poverty Action Lab (J-PAL), the global research center working to reduce poverty by ensuring that policy is informed by scientific evidence. Beginning in southwestern Bangladesh, the Jameel Observatory-CREWSnet will integrate next-generation climate forecasting, predictive analytics, new technologies, and financial instruments. In East Africa, with a focus on Sudan, the initiative will emphasize adopting modern technology to use a better variety of heat-resistant seeds, increasing the use of targeted fertilizers, strengthening soils through soil fertility mapping combined with data modeling, and emphasizing vertical expansion of agriculture over traditional horizontal expansion. The work in Sudan is extensible to other regions in Africa. Jameel Observatory-CREWSnet’s activities and timeline will be reevaluated as the team monitors the ongoing situation in Sudan.

    Using local climate insights, communities will be empowered to adapt proactively to climate change by optimally planning their agricultural activities, targeting emergent economic opportunities, and proactively managing risks from climate change.

    The Jameel Observatory-CREWSnet was launched at COP27 in Sharm El Sheikh as part of the Jameel Observatory, an international collaboration launched in 2021 that focuses on convening researchers and practitioners who use data and technology to help communities adapt to the impacts of climate change and short-term climate shocks.

    The Jameel Observatory focuses on using data and evidence to prepare for and act on environmental shocks as well as those impacts of climate change and variability which threaten human and environmental well-being. With a special focus on low- and middle-income countries, the Jameel Observatory works at the interface of climate, natural disasters, agricultural and food systems, and health. It emphasizes the need to incorporate local as well as scientific knowledge to prepare and act in anticipation of environmental shocks.

    Launched in 2020, MIT’s Climate Grand Challenges initiative is designed to mobilize the Institute’s research community around tackling the most difficult unsolved climate problems in emissions reduction, climate adaptation and resilience, risk forecasting, carbon removal, and understanding the human impacts of climate change.     MIT PhD students honored for their work to solve critical issues in water and food

    In 2017, the Abdul Latif Jameel Water and Food Systems Lab (J-WAFS) initiated the J-WAFS Fellowship Program for outstanding MIT PhD students working to solve humankind’s water-related challenges. Since then, J-WAFS has awarded 18 fellowships to students who have gone on to create innovations like a pump that can maximize energy efficiency even with changing flow rates, and a low-cost water filter made out of sapwood xylem that has seen real-world use in rural India. Last year, J-WAFS expanded eligibility to students with food-related research. The 2022 fellows included students working on micronutrient deficiency and plastic waste from traditional food packaging materials. 

    Today, J-WAFS has announced the award of the 2023-24 fellowships to Gokul Sampath and Jie Yun. A doctoral student in the Department of Urban Studies and planning, Sampath has been awarded the Rasikbhai L. Meswani Fellowship for Water Solutions, which is supported through a generous gift from Elina and Nikhil Meswani and family. Yun, who is in the Department of Civil and Environmental Engineering, received a J-WAFS Fellowship for Water and Food Solutions, which is funded by the J-WAFS Research Affiliate Program. Currently, Xylem, Inc. and GoAigua are J-WAFS’ Research Affiliate companies. A review committee comprised of MIT faculty and staff selected Sampath and Yun from a competitive field of outstanding graduate students working in water and food who were nominated by their faculty advisors. Sampath and Yun will receive one academic semester of funding, along with opportunities for networking and mentoring to advance their research.

    “Both Yun and Sampath have demonstrated excellence in their research,” says J-WAFS executive director Renee J. Robins. “They also stood out in their communication skills and their passion to work on issues of agricultural sustainability and resilience and access to safe water. We are so pleased to have them join our inspiring group of J-WAFS fellows,” she adds.

    Using behavioral health strategies to address the arsenic crisis in India and Bangladesh

    Gokul Sampath’s research centers on ways to improve access to safe drinking water in developing countries. A PhD candidate in the International Development Group in the Department of Urban Studies and Planning, his current work examines the issue of arsenic in drinking water sources in India and Bangladesh. In Eastern India, millions of shallow tube wells provide rural households a personal water source that is convenient, free, and mostly safe from cholera. Unfortunately, it is now known that one-in-four of these wells is contaminated with naturally occurring arsenic at levels dangerous to human health. As a result, approximately 40 million people across the region are at elevated risk of cancer, stroke, and heart disease from arsenic consumed through drinking water and cooked food. 

    Since the discovery of arsenic in wells in the late 1980s, governments and nongovernmental organizations have sought to address the problem in rural villages by providing safe community water sources. Yet despite access to safe alternatives, many households still consume water from their contaminated home wells. Sampath’s research seeks to understand the constraints and trade-offs that account for why many villagers don’t collect water from arsenic-safe government wells in the village, even when they know their own wells at home could be contaminated.

    Before coming to MIT, Sampath received a master’s degree in Middle East, South Asian, and African studies from Columbia University, as well as a bachelor’s degree in microbiology and history from the University of California at Davis. He has long worked on water management in India, beginning in 2015 as a Fulbright scholar studying households’ water source choices in arsenic-affected areas of the state of West Bengal. He also served as a senior research associate with the Abdul Latif Jameel Poverty Action Lab, where he conducted randomized evaluations of market incentives for groundwater conservation in Gujarat, India. Sampath’s advisor, Bishwapriya Sanyal, the Ford International Professor of Urban Development and Planning at MIT, says Sampath has shown “remarkable hard work and dedication.” In addition to his classes and research, Sampath taught the department’s undergraduate Introduction to International Development course, for which he received standout evaluations from students.

    This summer, Sampath will travel to India to conduct field work in four arsenic-affected villages in West Bengal to understand how social influence shapes villagers’ choices between arsenic-safe and unsafe water sources. Through longitudinal surveys, he hopes to connect data on the social ties between families in villages and the daily water source choices they make. Exclusionary practices in Indian village communities, especially the segregation of water sources on the basis of caste and religion, has long been suspected to be a barrier to equitable drinking water access in Indian villages. Yet despite this, planners seeking to expand safe water access in diverse Indian villages have rarely considered the way social divisions within communities might be working against their efforts. Sampath hopes to test whether the injunctive norms enabled by caste ties constrain villagers’ ability to choose the safest water source among those shared within the village. When he returns to MIT in the fall, he plans to dive into analyzing his survey data and start work on a publication.

    Understanding plant responses to stress to improve crop drought resistance and yield

    Plants, including crops, play a fundamental role in Earth’s ecosystems through their effects on climate, air quality, and water availability. At the same time, plants grown for agriculture put a burden on the environment as they require energy, irrigation, and chemical inputs. Understanding plant/environment interactions is becoming more and more important as intensifying drought is straining agricultural systems. Jie Yun, a PhD student in the Department of Civil and Environmental Engineering, is studying plant response to drought stress in the hopes of improving agricultural sustainability and yield under climate change.  Yun’s research focuses on genotype-by-environment interaction (GxE.) This relates to the observation that plant varieties respond to environmental changes differently. The effects of GxE in crop breeding can be exploited because differing environmental responses among varieties enables breeders to select for plants that demonstrate high stress-tolerant genotypes under particular growing conditions. Yun bases her studies on Brachypodium, a model grass species related to wheat, oat, barley, rye, and perennial forage grasses. By experimenting with this species, findings can be directly applied to cereal and forage crop improvement. For the first part of her thesis, Yun collaborated with Professor Caroline Uhler’s group in the Department of Electrical Engineering and Computer Science and the Institute for Data, Systems, and Society. Uhler’s computational tools helped Yun to evaluate gene regulatory networks and how they relate to plant resilience and environmental adaptation. This work will help identify the types of genes and pathways that drive differences in drought stress response among plant varieties.  David Des Marais, the Cecil and Ida Green Career Development Professor in the Department of Civil and Environmental Engineering, is Yun’s advisor. He notes, “throughout Jie’s time [at MIT] I have been struck by her intellectual curiosity, verging on fearlessness.” When she’s not mentoring undergraduate students in Des Marais’ lab, Yun is working on the second part of her project: how carbon allocation in plants and growth is affected by soil drying. One result of this work will be to understand which populations of plants harbor the necessary genetic diversity to adapt or acclimate to climate change. Another likely impact is identifying targets for the genetic improvement of crop species to increase crop yields with less water supply. Growing up in China, Yun witnessed environmental issues springing from the development of the steel industry, which caused contamination of rivers in her hometown. On one visit to her aunt’s house in rural China, she learned that water pollution was widespread after noticing wastewater was piped outside of the house into nearby farmland without being treated. These experiences led Yun to study water supply and sewage engineering for her undergraduate degree at Shenyang Jianzhu University. She then went on to complete a master’s program in civil and environmental engineering at Carnegie Mellon University. It was there that Yun discovered a passion for plant-environment interactions; during an independent study on perfluorooctanoic sulfonate, she realized the amazing ability of plants to adapt to environmental changes, toxins, and stresses. Her goal is to continue researching plant and environment interactions and to translate the latest scientific findings into applications that can improve food security. More

    Empowering people to adapt on the frontlines of climate change

    On April 11, MIT announced five multiyear flagship projects in the first-ever Climate Grand Challenges, a new initiative to tackle complex climate problems and deliver breakthrough solutions to the world as quickly as possible. This article is the fifth in a five-part series highlighting the most promising concepts to emerge from the competition and the interdisciplinary research teams behind them.

    In the coastal south of Bangladesh, rice paddies that farmers could once harvest three times a year lie barren. Sea-level rise brings saltwater to the soil, ruining the staple crop. It’s one of many impacts, and inequities, of climate change. Despite producing less than 1 percent of global carbon emissions, Bangladesh is suffering more than most countries. Rising seas, heat waves, flooding, and cyclones threaten 90 million people.

    A platform being developed in a collaboration between MIT and BRAC, a Bangladesh-based global development organization, aims to inform and empower climate-threatened communities to proactively adapt to a changing future. Selected as one of five MIT Climate Grand Challenges flagship projects, the Climate Resilience Early Warning System (CREWSnet) will forecast the local impacts of climate change on people’s lives, homes, and livelihoods. These forecasts will guide BRAC’s development of climate-resiliency programs to help residents prepare for and adapt to life-altering conditions.

    “The communities that CREWSnet will focus on have done little to contribute to the problem of climate change in the first place. However, because of socioeconomic situations, they may be among the most vulnerable. We hope that by providing state-of-the-art projections and sharing them broadly with communities, and working through partners like BRAC, we can help improve the capacity of local communities to adapt to climate change, significantly,” says Elfatih Eltahir, the H.M. King Bhumibol Professor in the Department of Civil and Environmental Engineering.

    Eltahir leads the project with John Aldridge and Deborah Campbell in the Humanitarian Assistance and Disaster Relief Systems Group at Lincoln Laboratory. Additional partners across MIT include the Center for Global Change Science; the Department of Earth, Atmospheric and Planetary Sciences; the Joint Program on the Science and Policy of Global Change; and the Abdul Latif Jameel Poverty Action Lab. 

    Predicting local risks

    CREWSnet’s forecasts rely upon a sophisticated model, developed in Eltahir’s research group over the past 25 years, called the MIT Regional Climate Model. This model zooms in on climate processes at local scales, at a resolution as granular as 6 miles. In Bangladesh’s population-dense cities, a 6-mile area could encompass tens, or even hundreds, of thousands of people. The model takes into account the details of a region’s topography, land use, and coastline to predict changes in local conditions.

    When applying this model over Bangladesh, researchers found that heat waves will get more severe and more frequent over the next 30 years. In particular, wet-bulb temperatures, which indicate the ability for humans to cool down by sweating, will rise to dangerous levels rarely observed today, particularly in western, inland cities.

    Such hot spots exacerbate other challenges predicted to worsen near Bangladesh’s coast. Rising sea levels and powerful cyclones are eroding and flooding coastal communities, causing saltwater to surge into land and freshwater. This salinity intrusion is detrimental to human health, ruins drinking water supplies, and harms crops, livestock, and aquatic life that farmers and fishermen depend on for food and income.

    CREWSnet will fuse climate science with forecasting tools that predict the social and economic impacts to villages and cities. These forecasts — such as how often a crop season may fail, or how far floodwaters will reach — can steer decision-making.

    “What people need to know, whether they’re a governor or head of a household, is ‘What is going to happen in my area, and what decisions should I make for the people I’m responsible for?’ Our role is to integrate this science and technology together into a decision support system,” says Aldridge, whose group at Lincoln Laboratory specializes in this area. Most recently, they transitioned a hurricane-evacuation planning system to the U.S. government. “We know that making decisions based on climate change requires a deep level of trust. That’s why having a powerful partner like BRAC is so important,” he says.

    Testing interventions

    Established 50 years ago, just after Bangladesh’s independence, BRAC works in every district of the nation to provide social services that help people rise from extreme poverty. Today, it is one of the world’s largest nongovernmental organizations, serving 110 million people across 11 countries in Asia and Africa, but its success is cultivated locally.

    “BRAC is thrilled to partner with leading researchers at MIT to increase climate resilience in Bangladesh and provide a model that can be scaled around the globe,” says Donella Rapier, president and CEO of BRAC USA. “Locally led climate adaptation solutions that are developed in partnership with communities are urgently needed, particularly in the most vulnerable regions that are on the frontlines of climate change.”

    CREWSnet will help BRAC identify communities most vulnerable to forecasted impacts. In these areas, they will share knowledge and innovate or bolster programs to improve households’ capacity to adapt.

    Many climate initiatives are already underway. One program equips homes to filter and store rainwater, as salinity intrusion makes safe drinking water hard to access. Another program is building resilient housing, able to withstand 120-mile-per-hour winds, that can double as local shelters during cyclones and flooding. Other services are helping farmers switch to different livestock or crops better suited for wetter or saltier conditions (e.g., ducks instead of chickens, or salt-tolerant rice), providing interest-free loans to enable this change.

    But adapting in place will not always be possible, for example in areas predicted to be submerged or unbearably hot by midcentury. “Bangladesh is working on identifying and developing climate-resilient cities and towns across the country, as closer-by alternative destinations as compared to moving to Dhaka, the overcrowded capital of Bangladesh,” says Campbell. “CREWSnet can help identify regions better suited for migration, and climate-resilient adaptation strategies for those regions.” At the same time, BRAC’s Climate Bridge Fund is helping to prepare cities for climate-induced migration, building up infrastructure and financial services for people who have been displaced.

    Evaluating impact

    While CREWSnet’s goal is to enable action, it can’t quite measure the impact of those actions. The Abdul Latif Jameel Poverty Action Lab (J-PAL), a development economics program in the MIT School of Humanities, Arts, and Social Sciences, will help evaluate the effectiveness of the climate-adaptation programs.

    “We conduct randomized controlled trials, similar to medical trials, that help us understand if a program improved people’s lives,” says Claire Walsh, the project director of the King Climate Action Initiative at J-PAL. “Once CREWSnet helps BRAC implement adaptation programs, we will generate scientific evidence on their impacts, so that BRAC and CREWSnet can make a case to funders and governments to expand effective programs.”

    The team aspires to bring CREWSnet to other nations disproportionately impacted by climate change. “Our vision is to have this be a globally extensible capability,” says Campbell. CREWSnet’s name evokes another early-warning decision-support system, FEWSnet, that helped organizations address famine in eastern Africa in the 1980s. Today it is a pillar of food-security planning around the world.

    CREWSnet hopes for a similar impact in climate change planning. Its selection as an MIT Climate Grand Challenges flagship project will inject the project with more funding and resources, momentum that will also help BRAC’s fundraising. The team plans to deploy CREWSnet to southwestern Bangladesh within five years.

    “The communities that we are aspiring to reach with CREWSnet are deeply aware that their lives are changing — they have been looking climate change in the eye for many years. They are incredibly resilient, creative, and talented,” says Ashley Toombs, the external affairs director for BRAC USA. “As a team, we are excited to bring this system to Bangladesh. And what we learn together, we will apply at potentially even larger scales.” More

    J-PAL North America announces five new partnerships with state and local governments

    J-PAL North America, a research center in MIT’s Department of Economics, has announced five new partnerships with state and local governments across the United States after a call for proposals in early February. Over the next year, these partners will work with J-PAL North America’s State and Local Innovation Initiative to evaluate policy-relevant questions critical to alleviating poverty in the United States.

    J-PAL North America will work with the Colorado Department of Higher Education, Ohio’s Franklin County Department of Job and Family Services, the New Mexico Public Education Department, Puerto Rico’s Department of Economic Development and Commerce, and Oregon’s Jackson County Fire District 3. Each partner will leverage support from J-PAL North America to develop randomized evaluations, which have the potential to reveal widely applicable lessons about which programs and policies are most effective. 

    State and local leaders are vital stakeholders in developing rigorous evidence in order to understand which policies and programs work to reduce poverty, and why. By supporting each government partner in developing these five evaluation projects, the voice of policymakers and practitioners will remain a central part of the research process. Each of this year’s selected projects seeks to address policy concerns that have been identified by state and local governments in J-PAL North America’s State and Local Learning Agenda as key areas for addressing barriers to mobility from poverty, including environment, education, economic security, and housing stability. 

    One project looks to mitigate the emission of carbon co-pollutants, which cause disproportionately high rates of health problems among communities experiencing poverty. 

    Oregon’s Jackson County Fire District 3 will investigate the impact of subsidies on the uptake of wildfire risk reduction activities in a county severely affected by wildfires. “Wildfires have become more prevalent, longer lasting, and more destructive in Oregon and across the western United States. We also know that wildfire is disproportionately impacting our most vulnerable populations,” says Bob Horton, fire chief of Jackson County Fire District 3. “With technical support from JPAL North America’s staff and this grant funding, we will devise the most current and effective strategy, deeply rooted in the evidence, to drive the take-up of home-hardening behaviors — methods to increase a home’s resistance to fire — and lower the risk to homes when faced with wildfire.” 

    This project is in alignment with the priorities of J-PAL’s Environment, Energy, and Climate Change sector and its agenda for catalyzing more policy-relevant research on adaptation strategies. 

    Policymakers and researchers have also identified programs aimed at increasing opportunity within education as a key priority for evaluation. In partnering with J-PAL North America, the Colorado Department of Higher Education will assess the impact of My Colorado Journey, an online platform available to all Coloradans that provides information on education, training, and career pathways. 

    “As Colorado builds back stronger from the pandemic, we know that education and workforce development are at the center of Colorado’s recovery agenda,” shares Executive Director Angie Paccione of the Colorado Department of Education. “Platforms like My Colorado Journey are key to supporting the education, training, and workforce exploration of Coloradans of any age. With support from J-PAL North America, we can better understand how to effectively serve Coloradans, further enhance this vital platform, and continue to build a Colorado for all.”

    Similarly, the New Mexico Public Education Department proposes their intervention within the context of New Mexico’s community school state initiative. They will look at the impact of case management and cash transfers on students at risk of multiple school transfers throughout their education, which include children who are experiencing homelessness, migrant children, children in the foster care system, and military-connected children, among others. “New Mexico is delighted to partner with J-PAL North America to explore visionary pathways to success for highly mobile students,” says New Mexico Public Education Secretary (Designate) Kurt Steinhaus. “We look forward to implementing and testing innovative solutions, such as cash transfers, that can expand our current nationally recognized community schools strategy. Together, we aim to find solutions that meet the needs of highly mobile students and families who lack stable housing.”

    Another key priority for the intersection of policy and research is economic security — fostering upward mobility by providing individuals with resources to promote stable incomes and increase standards of living. By adjusting caseworker employment services to better align with local needs, Puerto Rico’s Department of Economic Development and Commerce (DEDC) looks to understand how individualized services can impact employment and earnings. 

    “The commitment of the government of Puerto Rico is to develop human resources to the highest quality standards,” says DEDC Secretary Cidre Miranda, whose statement was provided in Spanish and translated. “For the DEDC, it is fundamental to contribute to the development of initiatives like this one, because they have the objective of forging the future professionals that Puerto Rico requires and needs.” J-PAL North America’s partnership with DEDC has the potential to provide valuable lessons for other state and local programs also seeking to promote economic security. 

    Finally, Ohio’s Franklin County Department of Job and Family Services seeks to understand the impact of an eviction prevention workshop in a county with eviction rates that are higher than both the state and national average. “Stable housing should not be a luxury, but for far too many Franklin County families it has become one,” Deputy Franklin County Administrator Joy Bivens says. “We need to view our community’s affordable housing crisis through both a social determinants of health and racial equity lens. We are grateful for the opportunity to partner with J-PAL North America to ensure we are pursuing research-based interventions that, yes, address immediate housing needs, but also provide long-term stability so they can climb the economic ladder.”

    Franklin County Department of Job and Family Services’ evaluation aligns with policymaker and researcher interests to ensure safe and affordable housing.
