    Q&A: Claire Walsh on how J-PAL’s King Climate Action Initiative tackles the twin climate and poverty crises

    The King Climate Action Initiative (K-CAI) is the flagship climate change program of the Abdul Latif Jameel Poverty Action Lab (J-PAL), which innovates, tests, and scales solutions at the nexus of climate change and poverty alleviation, together with policy partners worldwide.

    Claire Walsh is the associate director of policy at J-PAL Global at MIT. She is also the project director of K-CAI. Here, Walsh talks about the work of K-CAI since its launch in 2020, and describes the ways its projects are making a difference. This is part of an ongoing series exploring how the MIT School of Humanities, Arts, and Social Sciences is addressing the climate crisis.

    Q: According to the King Climate Action Initiative (K-CAI), any attempt to address poverty effectively must also simultaneously address climate change. Why is that?

    A: Climate change will disproportionately harm people in poverty, particularly in low- and middle-income countries, because they tend to live in places that are more exposed to climate risk. These are nations in sub-Saharan Africa and South and Southeast Asia where low-income communities rely heavily on agriculture for their livelihoods, so extreme weather — heat, droughts, and flooding — can be devastating for people’s jobs and food security. In fact, the World Bank estimates that up to 130 million more people may be pushed into poverty by climate change by 2030.

    This is unjust because these countries have historically emitted the least; their people didn’t cause the climate crisis. At the same time, they are trying to improve their economies and improve people’s welfare, so their energy demands are increasing, and they are emitting more. But they don’t have the same resources as wealthy nations for mitigation or adaptation, and many developing countries understandably don’t feel eager to put solving a problem they didn’t create at the top of their priority list. This makes finding paths forward to cutting emissions on a global scale politically challenging.

    For these reasons, the problems of enhancing the well-being of people experiencing poverty, addressing inequality, and reducing pollution and greenhouse gases are inextricably linked.

    Q: So how does K-CAI tackle this hybrid challenge?

    A: Our initiative is pretty unique. We are a competitive, policy-based research and development fund that focuses on innovating, testing, and scaling solutions. We support researchers from MIT and other universities, and their collaborators, who are actually implementing programs, whether NGOs [nongovernmental organizations], government, or the private sector. We fund pilots of small-scale ideas in a real-world setting to determine if they hold promise, followed by larger randomized, controlled trials of promising solutions in climate change mitigation, adaptation, pollution reduction, and energy access. Our goal is to determine, through rigorous research, if these solutions are actually working — for example, in cutting emissions or protecting forests or helping vulnerable communities adapt to climate change. And finally, we offer path-to-scale grants which enable governments and NGOs to expand access to programs that have been tested and have strong evidence of impact.

    We think this model is really powerful. Since we launched in 2020, we have built a portfolio of over 30 randomized evaluations and 13 scaling projects in more than 35 countries. And to date, these projects have informed the scale ups of evidence-based climate policies that have reached over 15 million people.

    Q: It seems like K-CAI is advancing a kind of policy science, demanding proof of a program’s capacity to deliver results at each stage. 

    A: This is one of the factors that drew me to J-PAL back in 2012. I majored in anthropology and studied abroad in Uganda. From those experiences I became very passionate about pursuing a career focused on poverty reduction. To me, it is unfair that in a world full of so much wealth and so much opportunity there exists so much extreme poverty. I wanted to dedicate my career to that, but I’m also a very detail-oriented nerd who really cares about whether a program that claims to be doing something for people is accomplishing what it claims.

    It’s been really rewarding to see demand from governments and NGOs for evidence-informed policymaking grow over my 12 years at J-PAL. This policy science approach holds exciting promise to help transform public policy and climate policy in the coming decades.  

    Q: Can you point to K-CAI-funded projects that meet this high bar and are now making a significant impact?

    A: Several examples jump to mind. In the state of Gujarat, India, pollution regulators are trying to cut particulate matter air pollution, which is devastating to human health. The region is home to many major industries whose emissions negatively affect most of the state’s 70 million residents.

    We partnered with state pollution regulators — kind of a regional EPA [Environmental Protection Agency] — to test an emissions trading scheme that is used widely in the U.S. and Europe but not in low- and middle-income countries. The government monitors pollution levels using technology installed at factories that sends data in real time, so the regulator knows exactly what their emissions look like. The regulator sets a cap on the overall level of pollution, allocates permits to pollute, and industries can trade emissions permits.

    In 2019, researchers in the J-PAL network conducted the world’s first randomized, controlled trial of this emissions trading scheme and found that it cut pollution by 20 to 30 percent — a surprising reduction. It also reduced firms’ costs, on average, because the costs of compliance went down. The state government was eager to scale up the pilot, and in the past two years, two other cities, including Ahmedabad, the biggest city in the state, have adopted the concept.

    We are also supporting a project in Niger, whose economy is hugely dependent on rain-fed agriculture but with climate change is experiencing rapid desertification. Researchers in the J-PAL network have been testing training farmers in a simple, inexpensive rainwater harvesting technique, where farmers dig a half-moon-shaped hole called a demi-lune right before the rainy season. This demi-lune feeds crops that are grown directly on top of it, and helps return land that resembled flat desert to arable production.

    Researchers found that training farmers in this simple technology increased adoption from 4 percent to 94 percent and that demi-lunes increased agricultural output and revenue for farmers from the first year. K-CAI is funding a path-to-scale grant so local implementers can teach this technique to over 8,000 farmers and build a more cost-effective program model. If this takes hold, the team will work with local partners to scale the training to other relevant regions of the country and potentially other countries in the Sahel.

    One final example that we are really proud of, because we first funded it as a pilot and now it’s in the path to scale phase: We supported a team of researchers working with partners in Bangladesh trying to reduce carbon emissions and other pollution from brick manufacturing, an industry that generates 17 percent of the country’s carbon emissions. The scale of manufacturing is so great that at some times of year, Dhaka (the capital of Bangladesh) looks like Mordor.

    Workers form these bricks and stack hundreds of thousands of them, which they then fire by burning coal. A team of local researchers and collaborators from our J-PAL network found that you can reduce the amount of coal needed for the kilns by making some low-cost changes to the manufacturing process, including stacking the bricks in a way that increases airflow in the kiln and feeding the coal fires more frequently in smaller rather than larger batches.

    In the randomized, controlled trial K-CAI supported, researchers found that this cut carbon and pollution emissions significantly, and now the government has invited the team to train 1,000 brick manufacturers in Dhaka in these techniques.

    Q: These are all fascinating and powerful instances of implementing ideas that address a range of problems in different parts of the world. But can K-CAI go big enough and fast enough to take a real bite out of the twin poverty and climate crisis?

    A: We’re not trying to find silver bullets. We are trying to build a large playbook of real solutions that work to solve specific problems in specific contexts. As you build those up in the hundreds, you have a deep bench of effective approaches to solve problems that can add up in a meaningful way. And because J-PAL works with governments and NGOs that have the capacity to take the research into action, since 2003, over 600 million people around the world have been reached by policies and programs that are informed by evidence that J-PAL-affiliated researchers produced. While global challenges seem daunting, J-PAL has shown that in 20 years we can achieve a great deal, and there is huge potential for future impact.

    But unfortunately, globally, there is an underinvestment in policy innovation to combat climate change that may generate quicker, lower-cost returns at a large scale — especially in policies that determine which technologies get adopted or commercialized. For example, a lot of the huge fall in prices of renewable energy was enabled by early European government investments in solar and wind, and then continuing support for innovation in renewable energy.

    That’s why I think social sciences have so much to offer in the fight against climate change and poverty; we are working where technology meets policy and where technology meets real people, which often determines their success or failure. The world should be investing in policy, economic, and social innovation just as much as it is investing in technological innovation.

    Q: Do you need to be an optimist in your job?

    A: I am half-optimist, half-pragmatist. I have no control over the climate change outcome for the world. And regardless of whether we can successfully avoid most of the potential damages of climate change, when I look back, I’m going to ask myself, “Did I fight or not?” The only choice I have is whether or not I fought, and I want to be a fighter.     Extracting hydrogen from rocks

    It’s commonly thought that the most abundant element in the universe, hydrogen, exists mainly alongside other elements — with oxygen in water, for example, and with carbon in methane. But naturally occurring underground pockets of pure hydrogen are punching holes in that notion — and generating attention as a potentially unlimited source of carbon-free power. One interested party is the U.S. Department of Energy, which last month awarded $20 million in research grants to 18 teams from laboratories, universities, and private companies to develop technologies that can lead to cheap, clean fuel from the subsurface. Geologic hydrogen, as it’s known, is produced when water reacts with iron-rich rocks, causing the iron to oxidize. One of the grant recipients, MIT Assistant Professor Iwnetim Abate’s research group, will use its $1.3 million grant to determine the ideal conditions for producing hydrogen underground — considering factors such as catalysts to initiate the chemical reaction, temperature, pressure, and pH levels. The goal is to improve efficiency for large-scale production, meeting global energy needs at a competitive cost. The U.S. Geological Survey estimates there are potentially billions of tons of geologic hydrogen buried in the Earth’s crust. Accumulations have been discovered worldwide, and a slew of startups are searching for extractable deposits. Abate is looking to jump-start the natural hydrogen production process, implementing “proactive” approaches that involve stimulating production and harvesting the gas.                                                                                                                         “We aim to optimize the reaction parameters to make the reaction faster and produce hydrogen in an economically feasible manner,” says Abate, the Chipman Development Professor in the Department of Materials Science and Engineering (DMSE). Abate’s research centers on designing materials and technologies for the renewable energy transition, including next-generation batteries and novel chemical methods for energy storage. 

    Sparking innovation

    Interest in geologic hydrogen is growing at a time when governments worldwide are seeking carbon-free energy alternatives to oil and gas. In December, French President Emmanuel Macron said his government would provide funding to explore natural hydrogen. And in February, government and private sector witnesses briefed U.S. lawmakers on opportunities to extract hydrogen from the ground. Today commercial hydrogen is manufactured at $2 a kilogram, mostly for fertilizer and chemical and steel production, but most methods involve burning fossil fuels, which release Earth-heating carbon. “Green hydrogen,” produced with renewable energy, is promising, but at $7 per kilogram, it’s expensive. “If you get hydrogen at a dollar a kilo, it’s competitive with natural gas on an energy-price basis,” says Douglas Wicks, a program director at Advanced Research Projects Agency – Energy (ARPA-E), the Department of Energy organization leading the geologic hydrogen grant program. Recipients of the ARPA-E grants include Colorado School of Mines, Texas Tech University, and Los Alamos National Laboratory, plus private companies including Koloma, a hydrogen production startup that has received funding from Amazon and Bill Gates. The projects themselves are diverse, ranging from applying industrial oil and gas methods for hydrogen production and extraction to developing models to understand hydrogen formation in rocks. The purpose: to address questions in what Wicks calls a “total white space.” “In geologic hydrogen, we don’t know how we can accelerate the production of it, because it’s a chemical reaction, nor do we really understand how to engineer the subsurface so that we can safely extract it,” Wicks says. “We’re trying to bring in the best skills of each of the different groups to work on this under the idea that the ensemble should be able to give us good answers in a fairly rapid timeframe.” Geochemist Viacheslav Zgonnik, one of the foremost experts in the natural hydrogen field, agrees that the list of unknowns is long, as is the road to the first commercial projects. But he says efforts to stimulate hydrogen production — to harness the natural reaction between water and rock — present “tremendous potential.” “The idea is to find ways we can accelerate that reaction and control it so we can produce hydrogen on demand in specific places,” says Zgonnik, CEO and founder of Natural Hydrogen Energy, a Denver-based startup that has mineral leases for exploratory drilling in the United States. “If we can achieve that goal, it means that we can potentially replace fossil fuels with stimulated hydrogen.”

    “A full-circle moment”

    For Abate, the connection to the project is personal. As a child in his hometown in Ethiopia, power outages were a usual occurrence — the lights would be out three, maybe four days a week. Flickering candles or pollutant-emitting kerosene lamps were often the only source of light for doing homework at night. “And for the household, we had to use wood and charcoal for chores such as cooking,” says Abate. “That was my story all the way until the end of high school and before I came to the U.S. for college.” In 1987, well-diggers drilling for water in Mali in Western Africa uncovered a natural hydrogen deposit, causing an explosion. Decades later, Malian entrepreneur Aliou Diallo and his Canadian oil and gas company tapped the well and used an engine to burn hydrogen and power electricity in the nearby village. Ditching oil and gas, Diallo launched Hydroma, the world’s first hydrogen exploration enterprise. The company is drilling wells near the original site that have yielded high concentrations of the gas. “So, what used to be known as an energy-poor continent now is generating hope for the future of the world,” Abate says. “Learning about that was a full-circle moment for me. Of course, the problem is global; the solution is global. But then the connection with my personal journey, plus the solution coming from my home continent, makes me personally connected to the problem and to the solution.”

    Experiments that scale

    Abate and researchers in his lab are formulating a recipe for a fluid that will induce the chemical reaction that triggers hydrogen production in rocks. The main ingredient is water, and the team is testing “simple” materials for catalysts that will speed up the reaction and in turn increase the amount of hydrogen produced, says postdoc Yifan Gao. “Some catalysts are very costly and hard to produce, requiring complex production or preparation,” Gao says. “A catalyst that’s inexpensive and abundant will allow us to enhance the production rate — that way, we produce it at an economically feasible rate, but also with an economically feasible yield.” The iron-rich rocks in which the chemical reaction happens can be found across the United States and the world. To optimize the reaction across a diversity of geological compositions and environments, Abate and Gao are developing what they call a high-throughput system, consisting of artificial intelligence software and robotics, to test different catalyst mixtures and simulate what would happen when applied to rocks from various regions, with different external conditions like temperature and pressure. “And from that we measure how much hydrogen we are producing for each possible combination,” Abate says. “Then the AI will learn from the experiments and suggest to us, ‘Based on what I’ve learned and based on the literature, I suggest you test this composition of catalyst material for this rock.’” The team is writing a paper on its project and aims to publish its findings in the coming months. The next milestones for the project, after developing the catalyst recipe, is designing a reactor that will serve two purposes. First, fitted with technologies such as Raman spectroscopy, it will allow researchers to identify and optimize the chemical conditions that lead to improved rates and yield of hydrogen production. The lab-scale device will also inform the design of a real-world reactor that can accelerate hydrogen production in the field. “That would be a plant-scale reactor that would be implanted into the subsurface,” Abate says. The cross-disciplinary project is also tapping the expertise of Yang Shao-Horn, of MIT’s Department of Mechanical Engineering and DMSE, for computational analysis of the catalyst, and Esteban Gazel, a Cornell University scientist who will lend his expertise in geology and geochemistry. He’ll focus on understanding the iron-rich ultramafic rock formations across the United States and the globe and how they react with water. For Wicks at ARPA-E, the questions Abate and the other grant recipients are asking are just the first, critical steps in uncharted energy territory. “If we can understand how to stimulate these rocks into generating hydrogen, safely getting it up, it really unleashes the potential energy source,” he says. Then the emerging industry will look to oil and gas for the drilling, piping, and gas extraction know-how. “As I like to say, this is enabling technology that we hope to, in a very short term, enable us to say, ‘Is there really something there?’” More

    Generative AI for smart grid modeling

    MIT’s Laboratory for Information and Decision Systems (LIDS) has been awarded $1,365,000 in funding from the Appalachian Regional Commission (ARC) to support its involvement with an innovative project, “Forming the Smart Grid Deployment Consortium (SGDC) and Expanding the HILLTOP+ Platform.”

    The grant was made available through ARC’s Appalachian Regional Initiative for Stronger Economies, which fosters regional economic transformation through multi-state collaboration.

    Led by Kalyan Veeramachaneni, research scientist and principal investigator at LIDS’ Data to AI Group, the project will focus on creating AI-driven generative models for customer load data. Veeramachaneni and colleagues will work alongside a team of universities and organizations led by Tennessee Tech University, including collaborators across Ohio, Pennsylvania, West Virginia, and Tennessee, to develop and deploy smart grid modeling services through the SGDC project.

    These generative models have far-reaching applications, including grid modeling and training algorithms for energy tech startups. When the models are trained on existing data, they create additional, realistic data that can augment limited datasets or stand in for sensitive ones. Stakeholders can then use these models to understand and plan for specific what-if scenarios far beyond what could be achieved with existing data alone. For example, generated data can predict the potential load on the grid if an additional 1,000 households were to adopt solar technologies, how that load might change throughout the day, and similar contingencies vital to future planning.

    The generative AI models developed by Veeramachaneni and his team will provide inputs to modeling services based on the HILLTOP+ microgrid simulation platform, originally prototyped by MIT Lincoln Laboratory. HILLTOP+ will be used to model and test new smart grid technologies in a virtual “safe space,” providing rural electric utilities with increased confidence in deploying smart grid technologies, including utility-scale battery storage. Energy tech startups will also benefit from HILLTOP+ grid modeling services, enabling them to develop and virtually test their smart grid hardware and software products for scalability and interoperability.

    The project aims to assist rural electric utilities and energy tech startups in mitigating the risks associated with deploying these new technologies. “This project is a powerful example of how generative AI can transform a sector — in this case, the energy sector,” says Veeramachaneni. “In order to be useful, generative AI technologies and their development have to be closely integrated with domain expertise. I am thrilled to be collaborating with experts in grid modeling, and working alongside them to integrate the latest and greatest from my research group and push the boundaries of these technologies.”

    “This project is testament to the power of collaboration and innovation, and we look forward to working with our collaborators to drive positive change in the energy sector,” says Satish Mahajan, principal investigator for the project at Tennessee Tech and a professor of electrical and computer engineering. Tennessee Tech’s Center for Rural Innovation director, Michael Aikens, adds, “Together, we are taking significant steps towards a more sustainable and resilient future for the Appalachian region.” More

    New MIT.nano equipment to accelerate innovation in “tough tech” sectors

    A new set of advanced nanofabrication equipment will make MIT.nano one of the world’s most advanced research facilities in microelectronics and related technologies, unlocking new opportunities for experimentation and widening the path for promising inventions to become impactful new products.

    The equipment, provided by Applied Materials, will significantly expand MIT.nano’s nanofabrication capabilities, making them compatible with wafers — thin, round slices of semiconductor material — up to 200 millimeters, or 8 inches, in diameter, a size widely used in industry. The new tools will allow researchers to prototype a vast array of new microelectronic devices using state-of-the-art materials and fabrication processes. At the same time, the 200-millimeter compatibility will support close collaboration with industry and enable innovations to be rapidly adopted by companies and mass produced.

    MIT.nano’s leaders say the equipment, which will also be available to scientists outside of MIT, will dramatically enhance their facility’s capabilities, allowing experts in the region to more efficiently explore new approaches in “tough tech” sectors, including advanced electronics, next-generation batteries, renewable energies, optical computing, biological sensing, and a host of other areas — many likely yet to be imagined.

    “The toolsets will provide an accelerative boost to our ability to launch new technologies that can then be given to the world at scale,” says MIT.nano Director Vladimir Bulović, who is also the Fariborz Maseeh Professor of Emerging Technology. “MIT.nano is committed to its expansive mission — to build a better world. We provide toolsets and capabilities that, in the hands of brilliant researchers, can effectively move the world forward.”

    The announcement comes as part of an agreement between MIT and Applied Materials, Inc. that, together with a grant to MIT from the Northeast Microelectronics Coalition (NEMC) Hub, commits more than $40 million of estimated private and public investment to add advanced nano-fabrication equipment and capabilities at MIT.nano.

    “We don’t believe there is another space in the United States that will offer the same kind of versatility, capability, and accessibility, with 8-inch toolsets integrated right next to more fundamental toolsets for research discoveries,” Bulović says. “It will create a seamless path to accelerate the pace of innovation.”

    Pushing the boundaries of innovation

    Applied Materials is the world’s largest supplier of equipment for manufacturing semiconductors, displays, and other advanced electronics. The company will provide at MIT.nano several state-of-the-art process tools capable of supporting 150- and 200-millimeter wafers and will enhance and upgrade an existing tool owned by MIT. In addition to assisting MIT.nano in the day-to-day operation and maintenance of the equipment, Applied Materials engineers will develop new process capabilities to benefit researchers and students from MIT and beyond.

    “This investment will significantly accelerate the pace of innovation and discovery in microelectronics and microsystems,” says Tomás Palacios, director of MIT’s Microsystems Technology Laboratories and the Clarence J. Lebel Professor in Electrical Engineering. “It’s wonderful news for our community, wonderful news for the state, and, in my view, a tremendous step forward toward implementing the national vision for the future of innovation in microelectronics.”

    Nanoscale research at universities is traditionally conducted on machines that are less compatible with industry, which makes academic innovations more difficult to turn into impactful, mass-produced products. Jorg Scholvin, associate director for MIT.nano’s shared fabrication facility, says the new machines, when combined with MIT.nano’s existing equipment, represent a step-change improvement in that area: Researchers will be able to take an industry-standard wafer and build their technology on top of it to prove to companies it works on existing devices, or to co-fabricate new ideas in close collaboration with industry partners.

    “In the journey from an idea to a fully working device, the ability to begin on a small scale, figure out what you want to do, rapidly debug your designs, and then scale it up to an industry-scale wafer is critical,” Scholvin says. “It means a student can test out their idea on wafer-scale quickly and directly incorporate insights into their project so that their processes are scalable. Providing such proof-of-principle early on will accelerate the idea out of the academic environment, potentially reducing years of added effort. Other tools at MIT.nano can supplement work on the 200-millimeter wafer scale, but the higher throughput and higher precision of the Applied equipment will provide researchers with repeatability and accuracy that is unprecedented for academic research environments. Essentially what you have is a sharper, faster, more precise tool to do your work.”

    Scholvin predicts the equipment will lead to exponential growth in research opportunities.

    “I think a key benefit of these tools is they allow us to push the boundary of research in a variety of different ways that we can predict today,” Scholvin says. “But then there are also unpredictable benefits, which are hiding in the shadows waiting to be discovered by the creativity of the researchers at MIT. With each new application, more ideas and paths usually come to mind — so that over time, more and more opportunities are discovered.”

    Because the equipment is available for use by people outside of the MIT community, including regional researchers, industry partners, nonprofit organizations, and local startups, they will also enable new collaborations.

    “The tools themselves will be an incredible meeting place — a place that can, I think, transpose the best of our ideas in a much more effective way than before,” Bulović says. “I’m extremely excited about that.”

    Palacios notes that while microelectronics is best known for work making transistors smaller to fit on microprocessors, it’s a vast field that enables virtually all the technology around us, from wireless communications and high-speed internet to energy management, personalized health care, and more.

    He says he’s personally excited to use the new machines to do research around power electronics and semiconductors, including exploring promising new materials like gallium nitride, which could dramatically improve the efficiency of electronic devices.

    Fulfilling a mission

    MIT.nano’s leaders say a key driver of commercialization will be startups, both from MIT and beyond.

    “This is not only going to help the MIT research community innovate faster, it’s also going to enable a new wave of entrepreneurship,” Palacios says. “We’re reducing the barriers for students, faculty, and other entrepreneurs to be able to take innovation and get it to market. That fits nicely with MIT’s mission of making the world a better place through technology. I cannot wait to see the amazing new inventions that our colleagues and students will come out with.”

    Bulović says the announcement aligns with the mission laid out by MIT’s leaders at MIT.nano’s inception.

    “We have the space in MIT.nano to accommodate these tools, we have the capabilities inside MIT.nano to manage their operation, and as a shared and open facility, we have methodologies by which we can welcome anyone from the region to use the tools,” Bulović says. “That is the vision MIT laid out as we were designing MIT.nano, and this announcement helps to fulfill that vision.” More

    Shell joins MIT.nano Consortium

    MIT.nano has announced that Shell, a global group of energy and petrochemical companies, has joined the MIT.nano Consortium.

    “With an international perspective on the world’s energy challenges, Shell is an exciting addition to the MIT.nano Consortium,” says Vladimir Bulović, the founding faculty director of MIT.nano and the Fariborz Maseeh (1990) Professor of Emerging Technologies. “The quest to build a sustainable energy future will require creative thinking backed by broad and deep expertise that our Shell colleagues bring. They will be insightful collaborators for the MIT community and for our member companies as we work together to explore innovative technology strategies.”

    Founded in 1907 when Shell Transport and Trading Co. merged with Royal Dutch, Shell has more than a century’s worth of experience in the exploration, production, refining, and marketing of oil and natural gas and the manufacturing and marketing of chemicals. Operating in over 70 countries, Shell has set a target to become a net-zero emissions energy business by 2050. To achieve this, Shell is supporting developments of low-carbon energy solutions such as biofuels, hydrogen, charging for electric vehicles, and electricity generated by solar and wind power.

    Shell has been engaged in research collaborations with MIT since 2002 and is a founding member of the MIT Energy Initiative (MITEI). Recent MIT projects supported by Shell include an urban building energy model with the MIT Sustainable Design Laboratory that explores energy-saving building retrofits, a study of the role and impact of hydrogen-based technology pathways with MITEI, and a materials science and engineering project to design better batteries for electric vehicles.

    Fast-tracking fusion energy’s arrival with AI and accessibility

    As the impacts of climate change continue to grow, so does interest in fusion’s potential as a clean energy source. While fusion reactions have been studied in laboratories since the 1930s, there are still many critical questions scientists must answer to make fusion power a reality, and time is of the essence. As part of their strategy to accelerate fusion energy’s arrival and reach carbon neutrality by 2050, the U.S. Department of Energy (DoE) has announced new funding for a project led by researchers at MIT’s Plasma Science and Fusion Center (PSFC) and four collaborating institutions.

    Cristina Rea, a research scientist and group leader at the PSFC, will serve as the primary investigator for the newly funded three-year collaboration to pilot the integration of fusion data into a system that can be read by AI-powered tools. The PSFC, together with scientists from the College of William and Mary, the University of Wisconsin at Madison, Auburn University, and the nonprofit HDF Group, plan to create a holistic fusion data platform, the elements of which could offer unprecedented access for researchers, especially underrepresented students. The project aims to encourage diverse participation in fusion and data science, both in academia and the workforce, through outreach programs led by the group’s co-investigators, of whom four out of five are women. 

    The DoE’s award, part of a $29 million funding package for seven projects across 19 institutions, will support the group’s efforts to distribute data produced by fusion devices like the PSFC’s Alcator C-Mod, a donut-shaped “tokamak” that utilized powerful magnets to control and confine fusion reactions. Alcator C-Mod operated from 1991 to 2016 and its data are still being studied, thanks in part to the PSFC’s commitment to the free exchange of knowledge.

    Currently, there are nearly 50 public experimental magnetic confinement-type fusion devices; however, both historical and current data from these devices can be difficult to access. Some fusion databases require signing user agreements, and not all data are catalogued and organized the same way. Moreover, it can be difficult to leverage machine learning, a class of AI tools, for data analysis and to enable scientific discovery without time-consuming data reorganization. The result is fewer scientists working on fusion, greater barriers to discovery, and a bottleneck in harnessing AI to accelerate progress.

    The project’s proposed data platform addresses technical barriers by being FAIR — Findable, Interoperable, Accessible, Reusable — and by adhering to UNESCO’s Open Science (OS) recommendations to improve the transparency and inclusivity of science; all of the researchers’ deliverables will adhere to FAIR and OS principles, as required by the DoE. The platform’s databases will be built using MDSplusML, an upgraded version of the MDSplus open-source software developed by PSFC researchers in the 1980s to catalogue the results of Alcator C-Mod’s experiments. Today, nearly 40 fusion research institutes use MDSplus to store and provide external access to their fusion data. The release of MDSplusML aims to continue that legacy of open collaboration.

    The researchers intend to address barriers to participation for women and disadvantaged groups not only by improving general access to fusion data, but also through a subsidized summer school that will focus on topics at the intersection of fusion and machine learning, which will be held at William and Mary for the next three years.

    Of the importance of their research, Rea says, “This project is about responding to the fusion community’s needs and setting ourselves up for success. Scientific advancements in fusion are enabled via multidisciplinary collaboration and cross-pollination, so accessibility is absolutely essential. I think we all understand now that diverse communities have more diverse ideas, and they allow faster problem-solving.”

    The collaboration’s work also aligns with vital areas of research identified in the International Atomic Energy Agency’s “AI for Fusion” Coordinated Research Project (CRP). Rea was selected as the technical coordinator for the IAEA’s CRP emphasizing community engagement and knowledge access to accelerate fusion research and development. In a letter of support written for the group’s proposed project, the IAEA stated that, “the work [the researchers] will carry out […] will be beneficial not only to our CRP but also to the international fusion community in large.”

    PSFC Director and Hitachi America Professor of Engineering Dennis Whyte adds, “I am thrilled to see PSFC and our collaborators be at the forefront of applying new AI tools while simultaneously encouraging and enabling extraction of critical data from our experiments.”

    New clean air and water labs to bring together researchers, policymakers to find climate solutions

    MIT’s Abdul Latif Jameel Poverty Action Lab (J-PAL) is launching the Clean Air and Water Labs, with support from Community Jameel, to generate evidence-based solutions aimed at increasing access to clean air and water.

    Led by J-PAL’s Africa, Middle East and North Africa (MENA), and South Asia regional offices, the labs will partner with government agencies to bring together researchers and policymakers in areas where impactful clean air and water solutions are most urgently needed.

    Together, the labs aim to improve clean air and water access by informing the scaling of evidence-based policies and decisions of city, state, and national governments that serve nearly 260 million people combined.

    The Clean Air and Water Labs expand the work of J-PAL’s King Climate Action Initiative, building on the foundational support of King Philanthropies, which significantly expanded J-PAL’s work at the nexus of climate change and poverty alleviation worldwide. 

    Air pollution, water scarcity and the need for evidence 

    Africa, MENA, and South Asia are on the front lines of global air and water crises. 

    “There is no time to waste investing in solutions that do not achieve their desired effects,” says Iqbal Dhaliwal, global executive director of J-PAL. “By co-generating rigorous real-world evidence with researchers, policymakers can have the information they need to dedicate resources to scaling up solutions that have been shown to be effective.”

    In India, about 75 percent of households did not have drinking water on premises in 2018. In MENA, nearly 90 percent of children live in areas facing high or extreme water stress. Across Africa, almost 400 million people lack access to safe drinking water. 

    Simultaneously, air pollution is one of the greatest threats to human health globally. In India, extraordinary levels of air pollution are shortening the average life expectancy by five years. In Africa, rising indoor and ambient air pollution contributed to 1.1 million premature deaths in 2019. 

    There is increasing urgency to find high-impact and cost-effective solutions to the worsening threats to human health and resources caused by climate change. However, data and evidence on potential solutions are limited.

    Fostering collaboration to generate policy-relevant evidence 

    The Clean Air and Water Labs will foster deep collaboration between government stakeholders, J-PAL regional offices, and researchers in the J-PAL network. 

    Through the labs, J-PAL will work with policymakers to:

    co-diagnose the most pressing air and water challenges and opportunities for policy innovation;
    expand policymakers’ access to and use of high-quality air and water data;
    co-design potential solutions informed by existing evidence;
    co-generate evidence on promising solutions through rigorous evaluation, leveraging existing and new data sources; and
    support scaling of air and water policies and programs that are found to be effective through evaluation. 
    A research and scaling fund for each lab will prioritize resources for co-generated pilot studies, randomized evaluations, and scaling projects. 

    The labs will also collaborate with C40 Cities, a global network of mayors of the world’s leading cities that are united in action to confront the climate crisis, to share policy-relevant evidence and identify opportunities for potential new connections and research opportunities within India and across Africa.

    This model aims to strengthen the use of evidence in decision-making to ensure solutions are highly effective and to guide research to answer policymakers’ most urgent questions. J-PAL Africa, MENA, and South Asia’s strong on-the-ground presence will further bridge research and policy work by anchoring activities within local contexts.

    Supporting sustainability, digital health, and the future of work

    The MIT and Accenture Convergence Initiative for Industry and Technology has selected three new research projects that will receive support from the initiative. The research projects aim to accelerate progress in meeting complex societal needs through new business convergence insights in technology and innovation.

    Established in MIT’s School of Engineering and now in its third year, the MIT and Accenture Convergence Initiative is furthering its mission to bring together technological experts from across business and academia to share insights and learn from one another. Recently, Thomas W. Malone, the Patrick J. McGovern (1959) Professor of Management, joined the initiative as its first-ever faculty lead. The research projects relate to three of the initiative’s key focus areas: sustainability, digital health, and the future of work.

    “The solutions these research teams are developing have the potential to have tremendous impact,” says Anantha Chandrakasan, dean of the School of Engineering and the Vannevar Bush Professor of Electrical Engineering and Computer Science. “They embody the initiative’s focus on advancing data-driven research that addresses technology and industry convergence.”

    The MIT and Accenture Convergence Initiative charter project researchers are described below.

    Accelerating the journey to net zero with industrial clusters

    Jessika Trancik is a professor at the Institute for Data, Systems, and Society (IDSS). Trancik’s research examines the dynamic costs, performance, and environmental impacts of energy systems to inform climate policy and accelerate beneficial and equitable technology innovation. Trancik’s project aims to identify how industrial clusters can enable companies to derive greater value from decarbonization, potentially making companies more willing to invest in the clean energy transition.

    To meet the ambitious climate goals that have been set by countries around the world, rising greenhouse gas emissions trends must be rapidly reversed. Industrial clusters — geographically co-located or otherwise-aligned groups of companies representing one or more industries — account for a significant portion of greenhouse gas emissions globally. With major energy consumers “clustered” in proximity, industrial clusters provide a potential platform to scale low-carbon solutions by enabling the aggregation of demand and the coordinated investment in physical energy supply infrastructure.

    In addition to Trancik, the research team working on this project will include Aliza Khurram, a postdoc in IDSS; Micah Ziegler, an IDSS research scientist; Melissa Stark, global energy transition services lead at Accenture; Laura Sanderfer, strategy consulting manager at Accenture; and Maria De Miguel, strategy senior analyst at Accenture.

    Eliminating childhood obesity

    Anette “Peko” Hosoi is the Neil and Jane Pappalardo Professor of Mechanical Engineering. A common theme in her work is the fundamental study of shape, kinematic, and rheological optimization of biological systems with applications to the emergent field of soft robotics. Her project will use both data from existing studies and synthetic data to create a return-on-investment (ROI) calculator for childhood obesity interventions so that companies can identify earlier returns on their investment beyond reduced health-care costs.

    Childhood obesity is too prevalent to be solved by a single company, industry, drug, application, or program. In addition to the physical and emotional impact on children, society bears a cost through excess health care spending, lost workforce productivity, poor school performance, and increased family trauma. Meaningful solutions require multiple organizations, representing different parts of society, working together with a common understanding of the problem, the economic benefits, and the return on investment. ROI is particularly difficult to defend for any single organization because investment and return can be separated by many years and involve asymmetric investments, returns, and allocation of risk. Hosoi’s project will consider the incentives for a particular entity to invest in programs in order to reduce childhood obesity.

    Hosoi will be joined by graduate students Pragya Neupane and Rachael Kha, both of IDSS, as well a team from Accenture that includes Kenneth Munie, senior managing director at Accenture Strategy, Life Sciences; Kaveh Safavi, senior managing director in Accenture Health Industry; and Elizabeth Naik, global health and public service research lead.

    Generating innovative organizational configurations and algorithms for dealing with the problem of post-pandemic employment

    Thomas Malone is the Patrick J. McGovern (1959) Professor of Management at the MIT Sloan School of Management and the founding director of the MIT Center for Collective Intelligence. His research focuses on how new organizations can be designed to take advantage of the possibilities provided by information technology. Malone will be joined in this project by John Horton, the Richard S. Leghorn (1939) Career Development Professor at the MIT Sloan School of Management, whose research focuses on the intersection of labor economics, market design, and information systems. Malone and Horton’s project will look to reshape the future of work with the help of lessons learned in the wake of the pandemic.

    The Covid-19 pandemic has been a major disrupter of work and employment, and it is not at all obvious how governments, businesses, and other organizations should manage the transition to a desirable state of employment as the pandemic recedes. Using natural language processing algorithms such as GPT-4, this project will look to identify new ways that companies can use AI to better match applicants to necessary jobs, create new types of jobs, assess skill training needed, and identify interventions to help include women and other groups whose employment was disproportionately affected by the pandemic.

    In addition to Malone and Horton, the research team will include Rob Laubacher, associate director and research scientist at the MIT Center for Collective Intelligence, and Kathleen Kennedy, executive director at the MIT Center for Collective Intelligence and senior director at MIT Horizon.
