    New clean air and water labs to bring together researchers, policymakers to find climate solutions

    MIT’s Abdul Latif Jameel Poverty Action Lab (J-PAL) is launching the Clean Air and Water Labs, with support from Community Jameel, to generate evidence-based solutions aimed at increasing access to clean air and water.

    Led by J-PAL’s Africa, Middle East and North Africa (MENA), and South Asia regional offices, the labs will partner with government agencies to bring together researchers and policymakers in areas where impactful clean air and water solutions are most urgently needed.

    Together, the labs aim to improve clean air and water access by informing the scaling of evidence-based policies and decisions of city, state, and national governments that serve nearly 260 million people combined.

    The Clean Air and Water Labs expand the work of J-PAL’s King Climate Action Initiative, building on the foundational support of King Philanthropies, which significantly expanded J-PAL’s work at the nexus of climate change and poverty alleviation worldwide. 

    Air pollution, water scarcity and the need for evidence 

    Africa, MENA, and South Asia are on the front lines of global air and water crises. 

    “There is no time to waste investing in solutions that do not achieve their desired effects,” says Iqbal Dhaliwal, global executive director of J-PAL. “By co-generating rigorous real-world evidence with researchers, policymakers can have the information they need to dedicate resources to scaling up solutions that have been shown to be effective.”

    In India, about 75 percent of households did not have drinking water on premises in 2018. In MENA, nearly 90 percent of children live in areas facing high or extreme water stress. Across Africa, almost 400 million people lack access to safe drinking water. 

    Simultaneously, air pollution is one of the greatest threats to human health globally. In India, extraordinary levels of air pollution are shortening the average life expectancy by five years. In Africa, rising indoor and ambient air pollution contributed to 1.1 million premature deaths in 2019. 

    There is increasing urgency to find high-impact and cost-effective solutions to the worsening threats to human health and resources caused by climate change. However, data and evidence on potential solutions are limited.

    Fostering collaboration to generate policy-relevant evidence 

    The Clean Air and Water Labs will foster deep collaboration between government stakeholders, J-PAL regional offices, and researchers in the J-PAL network. 

    Through the labs, J-PAL will work with policymakers to:

    co-diagnose the most pressing air and water challenges and opportunities for policy innovation;
    expand policymakers’ access to and use of high-quality air and water data;
    co-design potential solutions informed by existing evidence;
    co-generate evidence on promising solutions through rigorous evaluation, leveraging existing and new data sources; and
    support scaling of air and water policies and programs that are found to be effective through evaluation. 
    A research and scaling fund for each lab will prioritize resources for co-generated pilot studies, randomized evaluations, and scaling projects. 

    The labs will also collaborate with C40 Cities, a global network of mayors of the world’s leading cities that are united in action to confront the climate crisis, to share policy-relevant evidence and identify opportunities for potential new connections and research opportunities within India and across Africa.

    This model aims to strengthen the use of evidence in decision-making to ensure solutions are highly effective and to guide research to answer policymakers’ most urgent questions. J-PAL Africa, MENA, and South Asia’s strong on-the-ground presence will further bridge research and policy work by anchoring activities within local contexts. 

    “Communities across the world continue to face challenges in accessing clean air and water, a threat to human safety that has only been exacerbated by the climate crisis, along with rising temperatures and other hazards,” says George Richards, director of Community Jameel. “Through our collaboration with J-PAL and C40 in creating climate policy labs embedded in city, state, and national governments in Africa and South Asia, we are committed to innovative and science-based approaches that can help hundreds of millions of people enjoy healthier lives.”

    System tracks movement of food through global humanitarian supply chain

    Although more than enough food is produced to feed everyone in the world, as many as 828 million people face hunger today. Poverty, social inequity, climate change, natural disasters, and political conflicts all contribute to inhibiting access to food. For decades, the U.S. Agency for International Development (USAID) Bureau for Humanitarian Assistance (BHA) has been a leader in global food assistance, supplying millions of metric tons of food to recipients worldwide. Alleviating hunger — and the conflict and instability hunger causes — is critical to U.S. national security.

    But BHA is only one player within a large, complex supply chain in which food gets handed off between more than 100 partner organizations before reaching its final destination. Traditionally, the movement of food through the supply chain has been a black-box operation, with stakeholders largely out of the loop about what happens to the food once it leaves their custody. This lack of direct visibility into operations is due to siloed data repositories, insufficient data sharing among stakeholders, and different data formats that operators must manually sort through and standardize. As a result, accurate, real-time information — such as where food shipments are at any given time, which shipments are affected by delays or food recalls, and when shipments have arrived at their final destination — is lacking. A centralized system capable of tracing food along its entire journey, from manufacture through delivery, would enable a more effective humanitarian response to food-aid needs.

    In 2020, a team from MIT Lincoln Laboratory began engaging with BHA to create an intelligent dashboard for their supply-chain operations. This dashboard brings together the expansive food-aid datasets from BHA’s existing systems into a single platform, with tools for visualizing and analyzing the data. When the team started developing the dashboard, they quickly realized the need for considerably more data than BHA had access to.

    “That’s where traceability comes in, with each handoff partner contributing key pieces of information as food moves through the supply chain,” explains Megan Richardson, a researcher in the laboratory’s Humanitarian Assistance and Disaster Relief Systems Group.

    Richardson and the rest of the team have been working with BHA and their partners to scope, build, and implement such an end-to-end traceability system. This system consists of serialized, unique identifiers (IDs) — akin to fingerprints — that are assigned to individual food items at the time they are produced. These individual IDs remain linked to items as they are aggregated along the supply chain, first domestically and then internationally. For example, individually tagged cans of vegetable oil get packaged into cartons; cartons are placed onto pallets and transported via railway and truck to warehouses; pallets are loaded onto shipping containers at U.S. ports; and pallets are unloaded and cartons are unpackaged overseas.

    With a trace

    Today, visibility at the single-item level doesn’t exist. Most suppliers mark pallets with a lot number (a lot is a batch of items produced in the same run), but this is for internal purposes (i.e., to track issues stemming back to their production supply, like over-enriched ingredients or machinery malfunction), not data sharing. So, organizations know which supplier lot a pallet and carton are associated with, but they can’t track the unique history of an individual carton or item within that pallet. As the lots move further downstream toward their final destination, they are often mixed with lots from other productions, and possibly other commodity types altogether, because of space constraints. On the international side, such mixing and the lack of granularity make it difficult to quickly pull commodities out of the supply chain if food safety concerns arise. Current response times can span several months.

    “Commodities are grouped differently at different stages of the supply chain, so it is logical to track them in those groupings where needed,” Richardson says. “Our item-level granularity serves as a form of Rosetta Stone to enable stakeholders to efficiently communicate throughout these stages. We’re trying to enable a way to track not only the movement of commodities, including through their lot information, but also any problems arising independent of lot, like exposure to high humidity levels in a warehouse. Right now, we have no way to associate commodities with histories that may have resulted in an issue.”

    “You can now track your checked luggage across the world and the fish on your dinner plate,” adds Brice MacLaren, also a researcher in the laboratory’s Humanitarian Assistance and Disaster Relief Systems Group. “So, this technology isn’t new, but it’s new to BHA as they evolve their methodology for commodity tracing. The traceability system needs to be versatile, working across a wide variety of operators who take custody of the commodity along the supply chain and fitting into their existing best practices.”

    As food products make their way through the supply chain, operators at each receiving point would be able to scan these IDs via a Lincoln Laboratory-developed mobile application (app) to indicate a product’s current location and transaction status — for example, that it is en route on a particular shipping container or stored in a certain warehouse. This information would get uploaded to a secure traceability server. By scanning a product, operators would also see its history up until that point.   

    Hitting the mark

    At the laboratory, the team tested the feasibility of their traceability technology, exploring different ways to mark and scan items. In their testing, they considered barcodes and radio-frequency identification (RFID) tags and handheld and fixed scanners. Their analysis revealed 2D barcodes (specifically data matrices) and smartphone-based scanners were the most feasible options in terms of how the technology works and how it fits into existing operations and infrastructure.

    “We needed to come up with a solution that would be practical and sustainable in the field,” MacLaren says. “While scanners can automatically read any RFID tags in close proximity as someone is walking by, they can’t discriminate exactly where the tags are coming from. RFID is expensive, and it’s hard to read commodities in bulk. On the other hand, a phone can scan a barcode on a particular box and tell you that code goes with that box. The challenge then becomes figuring out how to present the codes for people to easily scan without significantly interrupting their usual processes for handling and moving commodities.” 

    As the team learned from partner representatives in Kenya and Djibouti, offloading at the ports is a chaotic, fast operation. At manual warehouses, porters fling bags over their shoulders or stack cartons atop their heads any which way they can and run them to a drop point; at bagging terminals, commodities come down a conveyor belt and land this way or that way. With this variability comes several questions: How many barcodes do you need on an item? Where should they be placed? What size should they be? What will they cost? The laboratory team is considering these questions, keeping in mind that the answers will vary depending on the type of commodity; vegetable oil cartons will have different specifications than, say, 50-kilogram bags of wheat or peas.

    Leaving a mark

    Leveraging results from their testing and insights from international partners, the team has been running a traceability pilot evaluating how their proposed system meshes with real-world domestic and international operations. The current pilot features a domestic component in Houston, Texas, and an international component in Ethiopia, and focuses on tracking individual cartons of vegetable oil and identifying damaged cans. The Ethiopian team with Catholic Relief Services recently received a container filled with pallets of uniquely barcoded cartons of vegetable oil cans (in the next pilot, the cans will be barcoded, too). They are now scanning items and collecting data on product damage by using smartphones with the laboratory-developed mobile traceability app on which they were trained. 

    “The partners in Ethiopia are comparing a couple lid types to determine whether some are more resilient than others,” Richardson says. “With the app — which is designed to scan commodities, collect transaction data, and keep history — the partners can take pictures of damaged cans and see if a trend with the lid type emerges.”

    Next, the team will run a series of pilots with the World Food Program (WFP), the world’s largest humanitarian organization. The first pilot will focus on data connectivity and interoperability, and the team will engage with suppliers to directly print barcodes on individual commodities instead of applying barcode labels to packaging, as they did in the initial feasibility testing. The WFP will provide input on which of their operations are best suited for testing the traceability system, considering factors like the network bandwidth of WFP staff and local partners, the commodity types being distributed, and the country context for scanning. The BHA will likely also prioritize locations for system testing.

    “Our goal is to provide an infrastructure to enable as close to real-time data exchange as possible between all parties, given intermittent power and connectivity in these environments,” MacLaren says.

    In subsequent pilots, the team will try to integrate their approach with existing systems that partners rely on for tracking procurements, inventory, and movement of commodities under their custody so that this information is automatically pushed to the traceability server. The team also hopes to add a capability for real-time alerting of statuses, like the departure and arrival of commodities at a port or the exposure of unclaimed commodities to the elements. Real-time alerts would enable stakeholders to more efficiently respond to food-safety events. Currently, partners are forced to take a conservative approach, pulling out more commodities from the supply chain than are actually suspect, to reduce risk of harm. Both BHA and WHP are interested in testing out a food-safety event during one of the pilots to see how the traceability system works in enabling rapid communication response.

    To implement this technology at scale will require some standardization for marking different commodity types as well as give and take among the partners on best practices for handling commodities. It will also require an understanding of country regulations and partner interactions with subcontractors, government entities, and other stakeholders.

    “Within several years, I think it’s possible for BHA to use our system to mark and trace all their food procured in the United States and sent internationally,” MacLaren says.

    Once collected, the trove of traceability data could be harnessed for other purposes, among them analyzing historical trends, predicting future demand, and assessing the carbon footprint of commodity transport. In the future, a similar traceability system could scale for nonfood items, including medical supplies distributed to disaster victims, resources like generators and water trucks localized in emergency-response scenarios, and vaccines administered during pandemics. Several groups at the laboratory are also interested in such a system to track items such as tools deployed in space or equipment people carry through different operational environments.

    “When we first started this program, colleagues were asking why the laboratory was involved in simple tasks like making a dashboard, marking items with barcodes, and using hand scanners,” MacLaren says. “Our impact here isn’t about the technology; it’s about providing a strategy for coordinated food-aid response and successfully implementing that strategy.     Finding “hot spots” where compounding environmental and economic risks converge

    A computational tool developed by researchers at the MIT Joint Program on the Science and Policy of Global Change pinpoints specific counties within the United States that are particularly vulnerable to economic distress resulting from a transition from fossil fuels to low-carbon energy sources. By combining county-level data on employment in fossil fuel (oil, natural gas, and coal) industries with data on populations below the poverty level, the tool identifies locations with high risks for transition-driven economic hardship. It turns out that many of these high-risk counties are in the south-central U.S., with a heavy concentration in the lower portions of the Mississippi River.

    The computational tool, which the researchers call the System for the Triage of Risks from Environmental and Socio-economic Stressors (STRESS) platform, almost instantly displays these risk combinations on an easy-to-read visual map, revealing those counties that stand to gain the most from targeted green jobs retraining programs.  

    Drawing on data that characterize land, water, and energy systems; biodiversity; demographics; environmental equity; and transportation networks, the STRESS platform enables users to assess multiple, co-evolving, compounding hazards within a U.S. geographical region from the national to the county level. Because of its comprehensiveness and precision, this screening-level visualization tool can pinpoint risk “hot spots” that can be subsequently investigated in greater detail. Decision-makers can then plan targeted interventions to boost resilience to location-specific physical and economic risks.

    The platform and its applications are highlighted in a new study in the journal Frontiers in Climate.

    “As risks to natural and managed resources — and to the economies that depend upon them — become more complex, interdependent, and compounding amid rapid environmental and societal changes, they require more and more human and computational resources to understand and act upon,” says MIT Joint Program Deputy Director C. Adam Schlosser, the lead author of the study. “The STRESS platform provides decision-makers with an efficient way to combine and analyze data on those risks that matter most to them, identify ‘hot spots’ of compounding risk, and design interventions to minimize that risk.”

    In one demonstration of the STRESS platform’s capabilities, the study shows that national and global actions to reduce greenhouse gas emissions could simultaneously reduce risks to land, water, and air quality in the upper Mississippi River basin while increasing economic risks in the lower basin, where poverty and unemployment are already disproportionate. In another demonstration, the platform finds concerning “hot spots” where flood risk, poverty, and nonwhite populations coincide.

    The risk triage platform is based on an emerging discipline called multi-sector dynamics (MSD), which seeks to understand and model compounding risks and potential tipping points across interconnected natural and human systems. Tipping points occur when these systems can no longer sustain multiple, co-evolving stresses, such as extreme events, population growth, land degradation, drinkable water shortages, air pollution, aging infrastructure, and increased human demands. MSD researchers use observations and computer models to identify key precursory indicators of such tipping points, providing decision-makers with critical information that can be applied to mitigate risks and boost resilience in natural and managed resources. With funding from the U.S. Department of Energy, the MIT Joint Program has since 2018 been developing MSD expertise and modeling tools and using them to explore compounding risks and potential tipping points in selected regions of the United States.

    Current STRESS platform data includes more than 100 risk metrics at the county-level scale, but data collection is ongoing.     Helping the cause of environmental resilience

    Haruko Wainwright, the Norman C. Rasmussen Career Development Professor in Nuclear Science and Engineering (NSE) and assistant professor in civil and environmental engineering at MIT, grew up in rural Japan, where many nuclear facilities are located. She remembers worrying about the facilities as a child. Wainwright was only 6 at the time of the Chernobyl accident in 1986, but still recollects it vividly.

    Those early memories have contributed to Wainwright’s determination to research how technologies can mold environmental resilience — the capability of mitigating the consequences of accidents and recovering from contamination.

    Wainwright believes that environmental monitoring can help improve resilience. She co-leads the U.S. Department of Energy (DOE)’s Advanced Long-term Environmental Monitoring Systems (ALTEMIS) project, which integrates technologies such as in situ sensors, geophysics, remote sensing, simulations, and artificial intelligence to establish new paradigms for monitoring. The project focuses on soil and groundwater contamination at more than 100 U.S. sites that were used for nuclear weapons production.

    As part of this research, which was featured last year in Environmental Science & Technology Journal, Wainwright is working on a machine learning framework for improving environmental monitoring strategies. She hopes the ALTEMIS project will enable the rapid detection of anomalies while ensuring the stability of residual contamination and waste disposal facilities.

    Childhood in rural Japan

    Even as a child, Wainwright was interested in physics, history, and a variety of other subjects.

    But growing up in a rural area was not ideal for someone interested in STEM. There were no engineers or scientists in the community and no science museums, either. “It was not so cool to be interested in science, and I never talked about my interest with anyone,” Wainwright recalls.

    Television and books were the only door to the world of science. “I did not study English until middle school and I had never been on a plane until college. I sometimes find it miraculous that I am now working in the U.S. and teaching at MIT,” she says.

    As she grew a little older, Wainwright heard a lot of discussions about nuclear facilities in the region and many stories about Hiroshima and Nagasaki.

    At the same time, giants like Marie Curie inspired her to pursue science. Nuclear physics was particularly fascinating. “At some point during high school, I started wondering ‘what are radiations, what is radioactivity, what is light,’” she recalls. Reading Richard Feynman’s books and trying to understand quantum mechanics made her want to study physics in college.

    Pursuing research in the United States

    Wainwright pursued an undergraduate degree in engineering physics at Kyoto University. After two research internships in the United States, Wainwright was impressed by the dynamic and fast-paced research environment in the country.

    And compared to Japan, there were “more women in science and engineering,” Wainwright says. She enrolled at the University of California at Berkeley in 2005, where she completed her doctorate in nuclear engineering with minors in statistics and civil and environmental engineering.

    Before moving to MIT NSE in 2022, Wainwright was a staff scientist in the Earth and Environmental Area at Lawrence Berkeley National Laboratory (LBNL). She worked on a variety of topics, including radioactive contamination, climate science, CO2 sequestration, precision agriculture, and watershed science. Her time at LBNL helped Wainwright build a solid foundation about a variety of environmental sensors and monitoring and simulation methods across different earth science disciplines.   

    Empowering communities through monitoring

    One of the most compelling takeaways from Wainwright’s early research: People trust actual measurements and data as facts, even though they are skeptical about models and predictions. “I talked with many people living in Fukushima prefecture. Many of them have dosimeters and measure radiation levels on their own. They might not trust the government, but they trust their own data and are then convinced that it is safe to live there and to eat local food,” Wainwright says.

    She has been impressed that area citizens have gained significant knowledge about radiation and radioactivity through these efforts. “But they are often frustrated that people living far away, in cities like Tokyo, still avoid agricultural products from Fukushima,” Wainwright says.

    Wainwright thinks that data derived from environmental monitoring — through proper visualization and communication — can address misconceptions and fake news that often hurt people near contaminated sites.

    Wainwright is now interested in how these technologies — tested with real data at contaminated sites — can be proactively used for existing and future nuclear facilities “before contamination happens,” as she explored for Nuclear News. “I don’t think it is a good idea to simply dismiss someone’s concern as irrational. Showing credible data has been much more effective to provide assurance. Or a proper monitoring network would enable us to minimize contamination or support emergency responses when accidents happen,” she says.

    Educating communities and students

    Part of empowering communities involves improving their ability to process science-based information. “Potentially hazardous facilities always end up in rural regions; minorities’ concerns are often ignored. The problem is that these regions don’t produce so many scientists or policymakers; they don’t have a voice,” Wainwright says, “I am determined to dedicate my time to improve STEM education in rural regions and to increase the voice in these regions.”

    In a project funded by DOE, she collaborates with the team of researchers at the University of Alaska — the Alaska Center for Energy and Power and Teaching Through Technology program — aiming to improve STEM education for rural and indigenous communities. “Alaska is an important place for energy transition and environmental justice,” Wainwright says. Micro-nuclear reactors can potentially improve the life of rural communities who bear the brunt of the high cost of fuel and transportation. However, there is a distrust of nuclear technologies, stemming from past nuclear weapon testing. At the same time, Alaska has vast metal mining resources for renewable energy and batteries. And there are concerns about environmental contamination from mining and various sources. The teams’ vision is much broader, she points out. “The focus is on broader environmental monitoring technologies and relevant STEM education, addressing general water and air qualities,” Wainwright says.

    The issues also weave into the courses Wainwright teaches at MIT. “I think it is important for engineering students to be aware of environmental justice related to energy waste and mining as well as past contamination events and their recovery,” she says. “It is not OK just to send waste to, or develop mines in, rural regions, which could be a special place for some people. We need to make sure that these developments will not harm the environment and health of local communities.” Wainwright also hopes that this knowledge will ultimately encourage students to think creatively about engineering designs that minimize waste or recycle material.

    The last question of the final quiz of one of her recent courses was: Assume that you store high-level radioactive waste in your “backyard.” What technical strategies would make you and your family feel safe? “All students thought about this question seriously and many suggested excellent points, including those addressing environmental monitoring,” Wainwright says, “that made me hopeful about the future.” More

    Microparticles could help prevent vitamin A deficiency

    Vitamin A deficiency is the world’s leading cause of childhood blindness, and in severe cases, it can be fatal. About one-third of the global population of preschool-aged children suffer from this vitamin deficiency, which is most prevalent in sub-Saharan Africa and South Asia.

    MIT researchers have now developed a new way to fortify foods with vitamin A, which they hope could help to improve the health of millions of people around the world. In a new study, they showed that encapsulating vitamin A in a protective polymer prevents the nutrient from being broken down during cooking or storage.

    “Vitamin A is a very important micronutrient, but it’s an unstable molecule,” says Ana Jaklenec, a research scientist at MIT’s Koch Institute for Integrative Cancer Research. “We wanted to see if our encapsulated vitamin A could fortify a food vehicle like bouillon cubes or flour, throughout storage and cooking, and whether the vitamin A could remain biologically active and be absorbed.”

    In a small clinical trial, the researchers showed that when people ate bread fortified with encapsulated vitamin A, the bioavailability of the nutrient was similar to when they consumed vitamin A on its own. The technology has been licensed to two companies that hope to develop it for use in food products.

    “This is a study that our team is really excited about because it shows that everything we did in test tubes and animals works safely and effectively in humans,” says Robert Langer, the David H. Koch Institute Professor at MIT and a member of the Koch Institute. “We hope this opens the door for someday helping millions, if not billions, of people in the developing world.”

    Jaklenec and Langer are the senior authors of the new study, which appears this week in the Proceedings of the National Academy of Sciences. The paper’s lead author is former MIT postdoc Wen Tang, who is now an associate professor at South China University of Technology.

    Nutrient stability

    Vitamin A is critical not only for vision but also the functioning of the immune system and organs such as the heart and lungs. Efforts to add vitamin A to bread or other foods such as bouillon cubes, which are commonly consumed in West African countries, have been largely unsuccessful because the vitamin breaks down during storage or cooking.

    In a 2019 study, the MIT team showed that they could use a polymer called BMC to encapsulate nutrients, including iron, vitamin A, and several others. They showed that this protective coating improved the shelf life of the nutrients, and that people who consumed bread fortified with encapsulated iron were able to absorb the iron.

    BMC is classified by the FDA as “generally regarded as safe,” and is already used in coatings for drugs and dietary supplements. In the new study, the researchers focused on using this polymer to encapsulate vitamin A, a nutrient that is very sensitive to temperature and ultraviolet light.

    Using an industrial process known as a spinning disc process, the researchers mixed vitamin A with the polymer to form particles 100 to 200 microns in diameter. They also coated the particles with starch, which prevents them from sticking to each other.

    The researchers found that vitamin A encapsulated in the polymer particles were more resistant to degradation by intense light, high temperatures, or boiling water. Under those conditions, much more vitamin A remained active than when the vitamin A was free or when it was delivered in a form called VitA 250, which is currently the most stable form of vitamin A used for food fortification.

    The researchers also showed that the encapsulated particles could be easily incorporated into flour or bouillon cubes. To test how well they would survive long-term storage, the researchers exposed the cubes to harsh conditions, as recommended by the World Health Organization: 40 degrees Celsius (104 degrees Fahrenheit) and 75 percent humidity. Under those conditions, the encapsulated vitamin A was much more stable than other forms of vitamin A. 

    “The enhanced stability of vitamin A with our technology can ensure that the vitamin A-fortified food does provide the recommended daily uptake of vitamin A, even after long-term storage in a hot humidified environment, and cooking processes such as boiling or baking,” Tang says. “People who are suffering from vitamin A deficiency and want to get vitamin A through fortified food will benefit, without changing their daily routines, and without wondering how much vitamin A is still in the food.”

    Vitamin absorption

    When the researchers cooked their encapsulated particles and then fed them to animals, they found that 30 percent of the vitamin A was absorbed, the same as free uncooked vitamin A, compared to about 3 percent of free vitamin A that had been cooked.

    Working with Biofortis, a company that does dietary clinical testing, the researchers then evaluated how well vitamin A was absorbed in people who ate foods fortified with the particles. For this study, the researchers incorporated the particles into bread, then measured vitamin A levels in the blood over a 24-hour period after the bread was consumed. They found that when vitamin A was encapsulated in the BMC polymer, it was absorbed from the food at levels comparable to free vitamin A, indicating that it is readily released in bioactive form.

    Two companies have licensed the technology and are focusing on developing products fortified with vitamin A and other nutrients. A benefit corporation called Particles for Humanity, funded by the Bill and Melinda Gates Foundation, is working with partners in Africa to incorporate this technology into existing fortification efforts. Another company called VitaKey, founded by Jaklenec, Langer, and others, is working on using this approach to add nutrients to a variety of foods and beverages.

    A healthy wind

    Nearly 10 percent of today’s electricity in the United States comes from wind power. The renewable energy source benefits climate, air quality, and public health by displacing emissions of greenhouse gases and air pollutants that would otherwise be produced by fossil-fuel-based power plants.

    A new MIT study finds that the health benefits associated with wind power could more than quadruple if operators prioritized turning down output from the most polluting fossil-fuel-based power plants when energy from wind is available.

    In the study, published today in Science Advances, researchers analyzed the hourly activity of wind turbines, as well as the reported emissions from every fossil-fuel-based power plant in the country, between the years 2011 and 2017. They traced emissions across the country and mapped the pollutants to affected demographic populations. They then calculated the regional air quality and associated health costs to each community.

    The researchers found that in 2014, wind power that was associated with state-level policies improved air quality overall, resulting in $2 billion in health benefits across the country. However, only roughly 30 percent of these health benefits reached disadvantaged communities.

    The team further found that if the electricity industry were to reduce the output of the most polluting fossil-fuel-based power plants, rather than the most cost-saving plants, in times of wind-generated power, the overall health benefits could quadruple to $8.4 billion nationwide. However, the results would have a similar demographic breakdown.

    “We found that prioritizing health is a great way to maximize benefits in a widespread way across the U.S., which is a very positive thing. But it suggests it’s not going to address disparities,” says study co-author Noelle Selin, a professor in the Institute for Data, Systems, and Society and the Department of Earth, Atmospheric and Planetary Sciences at MIT. “In order to address air pollution disparities, you can’t just focus on the electricity sector or renewables and count on the overall air pollution benefits addressing these real and persistent racial and ethnic disparities. You’ll need to look at other air pollution sources, as well as the underlying systemic factors that determine where plants are sited and where people live.”

    Selin’s co-authors are lead author and former MIT graduate student Minghao Qiu PhD ’21, now at Stanford University, and Corwin Zigler at the University of Texas at Austin.

    Turn-down service

    In their new study, the team looked for patterns between periods of wind power generation and the activity of fossil-fuel-based power plants, to see how regional electricity markets adjusted the output of power plants in response to influxes of renewable energy.

    “One of the technical challenges, and the contribution of this work, is trying to identify which are the power plants that respond to this increasing wind power,” Qiu notes.

    To do so, the researchers compared two historical datasets from the period between 2011 and 2017: an hour-by-hour record of energy output of wind turbines across the country, and a detailed record of emissions measurements from every fossil-fuel-based power plant in the U.S. The datasets covered each of seven major regional electricity markets, each market providing energy to one or multiple states.

    “California and New York are each their own market, whereas the New England market covers around seven states, and the Midwest covers more,” Qiu explains. “We also cover about 95 percent of all the wind power in the U.S.”

    In general, they observed that, in times when wind power was available, markets adjusted by essentially scaling back the power output of natural gas and sub-bituminous coal-fired power plants. They noted that the plants that were turned down were likely chosen for cost-saving reasons, as certain plants were less costly to turn down than others.

    The team then used a sophisticated atmospheric chemistry model to simulate the wind patterns and chemical transport of emissions across the country, and determined where and at what concentrations the emissions generated fine particulates and ozone — two pollutants that are known to damage air quality and human health. Finally, the researchers mapped the general demographic populations across the country, based on U.S. census data, and applied a standard epidemiological approach to calculate a population’s health cost as a result of their pollution exposure.

    This analysis revealed that, in the year 2014, a general cost-saving approach to displacing fossil-fuel-based energy in times of wind energy resulted in $2 billion in health benefits, or savings, across the country. A smaller share of these benefits went to disadvantaged populations, such as communities of color and low-income communities, though this disparity varied by state.

    “It’s a more complex story than we initially thought,” Qiu says. “Certain population groups are exposed to a higher level of air pollution, and those would be low-income people and racial minority groups. What we see is, developing wind power could reduce this gap in certain states but further increase it in other states, depending on which fossil-fuel plants are displaced.”

    Tweaking power

    The researchers then examined how the pattern of emissions and the associated health benefits would change if they prioritized turning down different fossil-fuel-based plants in times of wind-generated power. They tweaked the emissions data to reflect several alternative scenarios: one in which the most health-damaging, polluting power plants are turned down first; and two other scenarios in which plants producing the most sulfur dioxide and carbon dioxide respectively, are first to reduce their output.

    They found that while each scenario increased health benefits overall, and the first scenario in particular could quadruple health benefits, the original disparity persisted: Communities of color and low-income communities still experienced smaller health benefits than more well-off communities.

    “We got to the end of the road and said, there’s no way we can address this disparity by being smarter in deciding which plants to displace,” Selin says.

    Nevertheless, the study can help identify ways to improve the health of the general population, says Julian Marshall, a professor of environmental engineering at the University of Washington.

    “The detailed information provided by the scenarios in this paper can offer a roadmap to electricity-grid operators and to state air-quality regulators regarding which power plants are highly damaging to human health and also are likely to noticeably reduce emissions if wind-generated electricity increases,” says Marshall, who was not involved in the study.

    “One of the things that makes me optimistic about this area is, there’s a lot more attention to environmental justice and equity issues,” Selin concludes. “Our role is to figure out the strategies that are most impactful in addressing those challenges.”

    Professor Emeritus Richard “Dick” Eckaus, who specialized in development economics, dies at 96

    Richard “Dick” Eckaus, Ford Foundation International Professor of Economics, emeritus, in the Department of Economics, died on Sept. 11 in Boston. He was 96 years old.

    Eckaus was born in Kansas City, Missouri on April 30, 1926, the youngest of three children to parents who had emigrated from Lithuania. His father, Julius Eckaus, was a tailor, and his mother, Bessie (Finkelstein) Eckaus helped run the business. The family struggled to make ends meet financially but academic success offered Eckaus a way forward.

    He graduated from Westport High School, joined the United States Navy, and was awarded a college scholarship via the V-12 Navy College Training Program during World War II to study electrical engineering at Iowa State University. After graduating in 1944, Eckaus served on a base in New York State until he was discharged in 1946 as lieutenant junior grade.

    He attended Washington University in St. Louis, Missouri, on the GI Bill, graduating in 1948 with a master’s degree in economics, before relocating to Boston and serving as instructor of economics at Babson Institute, and then assistant and associate professor of economics at Brandeis University from 1951 to 1962. He concurrently earned a PhD in economics from MIT in 1954.

    The following year, the American Economic Review published “The Factor Proportions Problem in Economic Development,” a paper written by Eckaus that remained part of the macroeconomics canon for decades. He returned to MIT in 1962 and went on to teach development economics to generations of MIT students, serving as head of the department from 1986 to 1990 and continuing to work there for the remainder of his career.

    The development economist Paul Rosenstein-Rodan (1902-85), Eckaus’ mentor at MIT, took him to live and work first in Italy in 1954 and then in India in 1961. These stints helping governments abroad solidified Eckaus’ commitment to not only excelling in the field, but also creating opportunities for colleagues and students to contribute as well — occasionally in conjunction with the World Bank.

    Longtime colleague Abhijit Banerjee, a Nobel laureate, Ford Foundation International Professor of Economics, and director of the Abdul Latif Jameel Poverty Action Lab at MIT, recalls reading a reprint of Eckaus’ 1955 paper as an undergraduate in India. When he subsequently arrived at MIT as a doctoral candidate, he remembers “trying to tread lightly and not to take up too much space,” around the senior economist. “In fact, he made me feel so welcome,” Banerjee says. “He was both an outstanding scholar and someone who had the modesty and generosity to make younger scholars feel valued and heard.”

    The field of development economics provided Eckaus with a broad, powerful platform to work with governments in developing countries — including India, Egypt, Bhutan, Mexico, and Portugal — to set up economic systems. His development planning models helped governments to forecast where their economies were headed and how public policies could be implemented to shift or accelerate the direction.

    The Government of Portugal awarded Eckaus the Great-Cross of the Order of Prince Henry the Navigator after he brought teams from MIT to assist the country in its peaceful transition to democracy following the 1974 Carnation Revolution. Initiated at the request of the Portuguese Central Bank, these graduate students became some of the most prominent economists of their generation in America. They include Paul Krugman, Andrew Abel, Jeremy I. Bulow, and Kenneth Rogoff.

    His colleague for five decades, Paul Joskow, the Elizabeth and James Killian Professor of Economics at MIT, says that’s no surprise. “He was a real rock of the economics department. He deeply cared about the graduate students and younger faculty. He was a very supportive person.”

    Eckaus was also deeply interested in economic aspects of energy and environment, and in 1991 was instrumental in the formation of the MIT Joint Program on the Science and Policy of Global Change, a program that integrates the natural and social sciences in analysis of global climate threat. As Joint Program co-founder Henry Jacoby observes, “Dick provided crucial ideas as to how that kind of interdisciplinary work might be done at MIT. He was already 65 at the time, and continued for three decades to be active in guiding the research and analysis.”

    Although Eckaus retired officially in 1996, he continued to attend weekly faculty lunches, conduct research, mentor colleagues, and write papers related to climate change and the energy crisis. He leaves behind a trove of more than 100 published papers and eight authored and co-authored books.

    “He was continuously retooling himself and creating new interests. I was impressed by his agility of mind and his willingness to shift to new areas,” says his oldest living friend and peer, Jagdish Bhagwati, Columbia University professor of economics, law, and international relations, emeritus, and director of the Raj Center on Indian Economic Policies. “In their early career, economists usually write short theoretical articles that make large points, and Dick did that with two seminal articles in the leading professional journals of the time, the Quarterly Journal of Economics and the American Economic Review. Then, he shifted his focus to building large computable models. He also diversified by working in an advisory capacity in countries as diverse as Portugal and India. He was a ‘complete’ economist who straddled all styles of economics with distinction.” 

    Eckaus is survived by his beloved wife of 32 years Patricia Leahy Meaney of Brookline, Massachusetts. The two traveled the world, hiked the Alps, and collected pre-Columbian and contemporary art. He is lovingly remembered by his daughter Susan Miller; his step-son James Meaney (Bruna); step-daughter Caitlin Meaney Burrows (Lee); and four grandchildren, Chloe Burrows, Finley Burrows, Brandon Meaney, and Maria Sophia Meaney.

    Helping cassava farmers by extending crop life

    The root vegetable cassava is a major food staple in dozens of countries across the world. Drought-resistant, nutritious, and tasty, it has also become a major source of income for small-scale, rural farmers in places like West Africa and Southeast Asia.

    But the utility of cassava has always been limited by its short postharvest shelf life of two to three days. That puts millions of farmers who rely on the crop in a difficult position. The farmers can’t plant more than they can sell quickly in local markets, and they’re often forced to sell below market prices because buyers know the harvest will spoil rapidly. As a result, cassava farmers are among the world’s poorest people.

    Now the startup CassVita is buying cassava directly from farmers and applying a patent-pending biotechnology to extend its shelf life to 18 months. The approach has the potential to transform economies in rural, impoverished regions where millions of families rely on the crop for income.

    CassVita tells farmers how much cassava the company will buy each month, and processes the cassava at a manufacturing facility in Cameroon. It currently sells the first version of its product as a powdered food to people in Cameroon and to West African immigrants in the U.S.

    But CassVita founder and CEO Pelkins Ajanoh ’18 says the future of the company will revolve around its next product: a cassava-based flour that can act as a direct substitute for wheat. The wheat substitute would dramatically broaden CassVita’s target market to include the fast-growing, trillion-dollar healthy food market.

    Ajanoh says CassVita is currently able to increase farmers’ incomes by about 400 percent through its purchases.

    “Our objective is to leverage proprietary technology to offer a healthier and better-tasting alternative to wheat while creating prosperity for local farmers,” Ajanoh says. “We’re hoping to tap into this huge market while empowering farmers, all by minimizing spoilage and incentivizing farmers to plant more.”

    Gaining confidence to help a community

    While growing up in Cameroon, Ajanoh’s parents always emphasized the importance of education for him and his three siblings. But Ajanoh lost his father when he was 13, and his mother moved to the U.S. a year later to help provide for the family. During that time, Ajanoh lived with his grandmother, a cassava farmer. For many years, Ajanoh watched his grandmother harvest cassava without making any lasting financial gains. He remembers feeling powerless as his grandmother struggled to pay for things like diabetes medication.

    Then Ajanoh earned the top marks on the national exams that Cameroonian students take before college. After high school, he joined his mother in the U.S. and came to MIT to study mechanical engineering. Once on campus, Ajanoh says he had lunch with new people all the time to learn from them.

    “I’d never had this community of intellectuals — and they were from all over the world — so I soaked up as much as I could,” Ajanoh says. “That sparked an interest in entrepreneurship, because MIT is super entrepreneurial. Everyone’s thinking of starting something cool.”

    Ajanoh also got a confidence boost during an internship in the summer after his junior year, when he created self-driving technology for General Motors that was eventually patented.

    “It made me realize I could do something really valuable for the world, and by the end of that internship I was thinking, ‘Now I want to solve a problem in my community,’” he says.

    Returning to the crop he knew well, Ajanoh received a series of grants from the MIT Sandbox Innovation Fund to experiment with ways to extend the shelf life of cassava. In the summer of 2018, the MIT-Africa program sponsored three MIT students to fly to Cameroon with him to participate in internships with the company.

    Today CassVita partners with development banks to help farmers get loans to buy the cassava sticks used for planting. Ajanoh says CassVita decided on a powdered food for its first product because it requires less marketing to sell to West Africans, who are familiar with the dish. Now the company is working on a cassava flour that it will market to all consumers looking for healthy alternatives to wheat that can be used in pastries and other baked goods.

    “Cassava makes sense as a global substitute to wheat because it’s gluten free, grain free, nut free, and it also helps with glucose regulation, to normalize blood sugar levels, to lower triglycerides, so the health benefits are exciting,” Ajanoh says. “But the farmers were still living in poverty, so if we could solve the shelf-life problem then we could empower these farmers to offer healthier wheat alternatives to the global market.”

    The project has taken on additional urgency now that the war in Ukraine is limiting that country’s wheat and grain exports, raising prices, and heightening food insecurity in regions around the globe.

    Showing the value of helping farmers

    Ajanoh says the majority of people farming cassava are women, and he says the challenges related to cassava’s shelf life have contributed to gender inequities in many communities. In fact, of the roughly 500 farmers CassVita works with in Cameroon, 95 percent are women.

    “That has always excited me because I was raised by women, so working on something that could empower women in their communities and give them authority is fulfilling,” Ajanoh says.

    Ajanoh has already heard from farmers who have been able to send their children to school for the first time because of improved financial situations. Now, as CassVita continues to scale, Ajanoh wants to stay focused on the technology that enables these new business models.

    “We’re evolving into a food technology company,” Ajanoh says. “We prefer to focus on leveraging technology to impact lives and improve outcomes in these communities. Right now, we’re going all the way to consumers because this is an opportunity the Nestles and the Unilevers of the world won’t pick up because the market doesn’t make sense to them yet. So, we have to build this company and show them the value.” More
