    Hearing Amazônia: MIT musicians in Manaus, Brazil

    On Dec. 13, the MIT community came together for the premiere of “We Are The Forest,” a documentary by MIT Video Productions that tells the story of the MIT musicians who traveled to the Brazilian Amazon seeking culture and scientific exchange.

    The film features performances by Djuena Tikuna, Luciana Souza, Anat Cohen, and Evan Ziporyn, with music by Antônio Carlos Jobim. Fred Harris conducts the MIT Festival Jazz Ensemble and MIT Wind Ensemble and Laura Grill Jaye conducts the MIT Vocal Jazz Ensemble.

    The impact of ecological devastation in the Amazon reflects the climate crisis worldwide. During the Institute’s spring break in March 2023, nearly 80 student musicians became only the second student group from MIT to travel to the Brazilian Amazon. Inspired by the research and activism of Talia Khan ’20, who is currently a PhD candidate in MIT’s Department of Mechanical Engineering, the trip built upon experiences of the 2020-21 academic year when virtual visiting artists Luciana Souza and Anat Cohen lectured on Brazilian music and culture before joining the November 2021 launch of Hearing Amazônia — The Responsibility of Existence.

    This consciousness-raising project at MIT, sponsored by the Center for Art, Science and Technology (CAST), began with a concert featuring Brazilian and Amazonian music influenced by the natural world. The project was created and led by MIT director of wind and jazz ensembles and senior lecturer in music Frederick Harris Jr.

    The performance was part eulogy and part praise song: a way of bearing witness to loss, while celebrating the living and evolving cultural heritage of Amazonia. The event included short talks, one of which was by Khan. As the first MIT student to study in the Brazilian Amazonia (via MISTI-Brazil), she spoke of her research on natural botanical resins and traditional carimbó music in Santarém, Pará, Brazil. Soon after, as a Fulbright Scholar, Khan continued her research in Manaus, setting the stage for the most complex trip in the history of MIT Music and Theater Arts.“My experiences in the Brazilian Amazon changed my life,” enthuses Khan. “Getting to know Indigenous musicians and immersing myself in the culture of this part of the world helped me realize how we are all so connected.”

    “Talia’s experiences in Brazil convinced me that the Hearing Amazônia project needed to take a next essential step,” explains Harris. “I wanted to provide as many students as possible with a similar opportunity to bring their musical and scientific talents together in a deep and spiritual manner. She provided a blueprint for our trip to Manaus.”

    An experience of a lifetime

    A multitude of musicians from three MTA ensembles traveled to Manaus, located in the middle of the world’s largest rainforest and home to the National Institute of Amazonian Research (Instituto Nacional de Pesquisas da Amazônia, or INPA), the most important center for scientific studies in the Amazon region for international sustainability issues.

    Tour experiences included cultural/scientific exchanges with Indigenous Amazonians through Nobre Academia de Robótica and the São Sebastião community on the Tarumã Açu River, INPA, the Cultural Center of the Peoples of the Amazon, and the Museu da Amazônia. Musically, students connected with local Indigenous instrument builders and performed with the Amazonas State Jazz Orchestra and renowned vocalist and Indigenous activist Djuena Tikuna.

    “Hearing Amazônia: Arte ê Resistência,” a major concert in the famed 19th century opera house Teatro Amazonas, concluded the trip on March 31. The packed event featured the MIT Wind Ensemble, MIT Festival Jazz Ensemble, MIT Vocal Jazz Ensemble, vocalist Luciana Souza, clarinetist Anat Cohen, MIT professor and composer-clarinetist Evan Ziporyn, and local musicians from Manaus. The program ended with “Nós Somos A Floresta (We Are The Forest) — Eware (Sacred Land) — Reflections on Amazonia,” a large-scale collaborative performance with Djuena Tikuna. The two songs were composed by Tikuna, with Eware newly arranged by Israeli composer-bassist Nadav Erlich for the occasion. It concluded with all musicians and audience members coming together in song: a moving and beautiful moment of mediation on the sacredness of the earth.

    “It was humbling to see the grand display of beauty and diversity that nature developed in the Amazon rainforest,” reflects bass clarinetist and MIT sophomore Richard Chen. “By seeing the bird life, sloths, and other species and the flora, and eating the fruits of the region, I received lessons on my harmony and connection to the natural world around us. I developed a deeper awareness of the urgency of resolving conflicts and stopping the destruction of the Amazon rainforest, and to listening to and celebrating the stories and experiences of those around me.”

    Indigenous musicians embodying the natural world

    “The trip expanded the scope of what music means,” MIT Vocal Jazz Ensemble member and biomedical researcher Autumn Geil explains. “It’s living the music, and you can’t feel that unless you put yourself in new experiences and get yourself out of your comfort zone.”

    Over two Indigenous music immersion days, students spent time listening to, and playing and singing with, musicians who broadened their scope of music’s relationship to nature and cultural sustainability. Indigenous percussionist and instrument builder Eliberto Barroncas and music producer-arranger César Lima presented contrasting approaches with a shared objective — connecting people to the natural world through Indigenous instruments.

    Barroncas played instruments built from materials from the rainforest and from found objects in Manaus that others might consider trash, creating ethereal tones bespeaking his life as one with nature. Students had the opportunity to play his instruments and create a spontaneous composition playing their own instruments and singing with him in a kind of “Amazonia jam session.”

    “Eliberto expressed that making music is visceral; it’s best when it comes from the gut and is tangible and coming from one’s natural environment. When we cannot understand each other using language, using words, logic and thinking, we go back to the body,” notes oboist and ocean engineer Michelle Kornberg ’20. “There’s a difference between teaching music as a skill you learn and teaching music as something you feel, that you experience and give — as a gift.”

    Over the pandemic, César Lima developed an app, “The Roots VR,” as a vehicle for people to discover over 100 Amazonia instruments. Users choose settings to interact with instruments and create pieces using a variety of instrumental combinations; a novel melding of technology with nature to expand the reach of these Indigenous instruments and their cultural significance.

    At the Cultural Center of the Peoples of the Amazon, students gathered around a tree, hand-in-hand singing with Djuena Tikuna, accompanied by percussionist Diego Janatã. “She spoke about being one of the first Indigenous musicians ever to sing in the Teatro Amazonas, which was built on the labor and blood of Indigenous people,” recalls flutist and atmospheric engineer Phoebe Lin, an MIT junior. “And then to hold hands and close our eyes and step back and forth; a rare moment of connection in a tumultuous world — it felt like we were all one.”

    Bringing the forest back to MIT

    On April 29, Djuena Tikuna made her MIT debut at “We Are the Forest — Music of Resilience and Activism,” a special concert for MIT President Sally Kornbluth’s inauguration, presenting music from the Teatro Amazonas event. Led and curated by Harris, the performance included new assistant professor in jazz and saxophonist-composer Miguel Zenón, director of the MIT Vocal Jazz Ensemble; Laura Grill Jaye; and vocalist Sara Serpa, among others. 

    “Music unites people and through art we can draw the world’s attention to the most urgent global challenges such as climate change,” says Djuena Tikuna. “My songs bring the message that every seed will one day germinate to reforest hearts, because we are all from the same village.”

    Hearing Amazônia has set the stage for the blossoming of artistic and scientific collaborations in the Amazon and beyond.

    “The struggle of Indigenous peoples to keep their territories alive should concern us all, and it will take more than science and research to help find solutions for climate change,” notes President Kornbluth. “It will take artists, too, to unite us and raise awareness across all communities. The inclusivity and expressive power of music can help get us all rowing in the same direction — it’s a great way to encourage us all to care and act!” More

    A civil discourse on climate change

    A new MIT initiative designed to encourage open dialogue on campus kicked off with a conversation focused on how to address challenges related to climate change.

    “Climate Change: Existential Threat or Bump in the Road” featured Steve Koonin, theoretical physicist and former U.S. undersecretary for science during the Obama administration, and Kerry Emanuel, professor emeritus of atmospheric science at MIT. A crowd of roughly 130 students, staff, and faculty gathered in an MIT lecture hall for the discussion on Tuesday, Oct. 24. 

    “The bump is strongly favored,” Koonin said when the talk began, referring to his contention that climate change was a “bump in the road” rather than an existential threat. After proposing a future in which we could potentially expect continued growth in America’s gross domestic product despite transportation and infrastructure challenges related to climate change, he concluded that investments in nuclear energy and capacity increases related to storing wind- and solar-generated energy could help mitigate climate-related phenomena. 

    Emanuel, while mostly agreeing with Koonin’s assessment of climate challenges and potential solutions, cautioned against underselling the threat of human-aided climate change.

    “Humanity’s adaptation to climate stability hasn’t prepared us to effectively manage massive increases in temperature and associated effects,” he argued. “We’re poorly adapted to less-frequent events like those we’re observing now.”

    Decarbonization, Emanuel noted, can help mitigate global conflicts related to fossil fuel usage. “Carbonization kills between 8 and 9 million people annually,” he said.

    The conversation on climate change is one of several planned on campus this academic year. The speaker series is one part of “Civil Discourse in the Classroom and Beyond,” an initiative being led by MIT philosophers Alex Byrne and Brad Skow. The two-year project is meant to encourage the open exchange of ideas inside and outside college and university classrooms. 

    The speaker series pairs external thought leaders with MIT faculty to encourage the interrogation and debate of all kinds of ideas.

    Finding common ground

    At the talk on climate change, both Koonin and Emanuel recommended a slow and steady approach to mitigation efforts, reminding attendees that, for example, developing nations can’t afford to take a developed world approach to climate change. 

    “These people have immediate needs to meet,” Koonin reminded the audience, “which can include fossil fuel use.”

    Both Koonin and Emanuel recommended a series of steps to assist with both climate change mitigation and effective messaging:

    Sustain and improve climate science — continue to investigate and report findings.
    Improve climate communications for non-experts — tell an easy-to-understand and cohesive story.
    Focus on reliability and affordability before mitigation — don’t undertake massive efforts that may disrupt existing energy transmission infrastructure.
    Adopt a “graceful” approach to decarbonization — consider impacts as broadly as possible.
    Don’t constrain energy supply in the developing world.
    Increase focus on developing and delivering alternative responses  — consider the potential ability to scale power generation, and delivery methods like nuclear energy.
    Mitigating climate risk requires political will, careful consideration, and an improved technical approach to energy policy, both concluded.

    “We have to learn to deal rationally with climate risk in a polarized society,” Koonin offered.

    The audience asked both speakers questions about impacts on nonhuman species (“We don’t know but we should,” both shared); nuclear fusion (“There isn’t enough tritium to effectively scale the widespread development of fusion-based energy; perhaps in 30 to 40 years,” Koonin suggested); and the planetary boundaries framework (“There’s good science underway in this space and I’m curious to see where it’s headed,” said Emanuel.) 

    “The event was a great success,” said Byrne, afterward. “The audience was engaged, and there was a good mix of faculty and students.”

    “One surprising thing,” Skow added, “was both Koonin and Emanuel were down on wind and solar power, [especially since] the idea that we need to transition to both is certainly in the air.”

    More conversations

    A second speaker series event, held earlier this month, was “Has Feminism Made Progress?” with Mary Harrington, author of “Feminism Against Progress,” and Anne McCants, MIT professor of history. An additional discussion planned for spring 2024 will cover the public health response to Covid-19.

    Discussions from the speaker series will appear as special episodes on “The Good Fight,” a podcast hosted by Johns Hopkins University political scientist Yascha Mounk.

    The Civil Discourse project is made possible due, in part, to funding from the Arthur Vining Davis Foundations and a collaboration between the MIT History Section and Concourse, a program featuring an integrated, cross-disciplinary approach to investigating some of humanity’s most interesting questions.

    Forging climate connections across the Institute

    Climate change is the ultimate cross-cutting issue: Not limited to any one discipline, it ranges across science, technology, policy, culture, human behavior, and well beyond. The response to it likewise requires an all-of-MIT effort.

    Now, to strengthen such an effort, a new grant program spearheaded by the Climate Nucleus, the faculty committee charged with the oversight and implementation of Fast Forward: MIT’s Climate Action Plan for the Decade, aims to build up MIT’s climate leadership capacity while also supporting innovative scholarship on diverse climate-related topics and forging new connections across the Institute.

    Called the Fast Forward Faculty Fund (F^4 for short), the program has named its first cohort of six faculty members after issuing its inaugural call for proposals in April 2023. The cohort will come together throughout the year for climate leadership development programming and networking. The program provides financial support for graduate students who will work with the faculty members on the projects — the students will also participate in leadership-building activities — as well as $50,000 in flexible, discretionary funding to be used to support related activities. 

    “Climate change is a crisis that truly touches every single person on the planet,” says Noelle Selin, co-chair of the nucleus and interim director of the Institute for Data, Systems, and Society. “It’s therefore essential that we build capacity for every member of the MIT community to make sense of the problem and help address it. Through the Fast Forward Faculty Fund, our aim is to have a cohort of climate ambassadors who can embed climate everywhere at the Institute.”

    F^4 supports both faculty who would like to begin doing climate-related work, as well as faculty members who are interested in deepening their work on climate. The program has the core goal of developing cohorts of F^4 faculty and graduate students who, in addition to conducting their own research, will become climate leaders at MIT, proactively looking for ways to forge new climate connections across schools, departments, and disciplines.

    One of the projects, “Climate Crisis and Real Estate: Science-based Mitigation and Adaptation Strategies,” led by Professor Siqi Zheng of the MIT Center for Real Estate in collaboration with colleagues from the MIT Sloan School of Management, focuses on the roughly 40 percent of carbon dioxide emissions that come from the buildings and real estate sector. Zheng notes that this sector has been slow to respond to climate change, but says that is starting to change, thanks in part to the rising awareness of climate risks and new local regulations aimed at reducing emissions from buildings.

    Using a data-driven approach, the project seeks to understand the efficient and equitable market incentives, technology solutions, and public policies that are most effective at transforming the real estate industry. Johnattan Ontiveros, a graduate student in the Technology and Policy Program, is working with Zheng on the project.

    “We were thrilled at the incredible response we received from the MIT faculty to our call for proposals, which speaks volumes about the depth and breadth of interest in climate at MIT,” says Anne White, nucleus co-chair and vice provost and associate vice president for research. “This program makes good on key commitments of the Fast Forward plan, supporting cutting-edge new work by faculty and graduate students while helping to deepen the bench of climate leaders at MIT.”

    During the 2023-24 academic year, the F^4 faculty and graduate student cohorts will come together to discuss their projects, explore opportunities for collaboration, participate in climate leadership development, and think proactively about how to deepen interdisciplinary connections among MIT community members interested in climate change.

    The six inaugural F^4 awardees are:

    Professor Tristan Brown, History Section: Humanistic Approaches to the Climate Crisis  

    With this project, Brown aims to create a new community of practice around narrative-centric approaches to environmental and climate issues. Part of a broader humanities initiative at MIT, it brings together a global working group of interdisciplinary scholars, including Serguei Saavedra (Department of Civil and Environmental Engineering) and Or Porath (Tel Aviv University; Religion), collectively focused on examining the historical and present links between sacred places and biodiversity for the purposes of helping governments and nongovernmental organizations formulate better sustainability goals. Boyd Ruamcharoen, a PhD student in the History, Anthropology, and Science, Technology, and Society (HASTS) program, will work with Brown on this project.

    Professor Kerri Cahoy, departments of Aeronautics and Astronautics and Earth, Atmospheric, and Planetary Sciences (AeroAstro): Onboard Autonomous AI-driven Satellite Sensor Fusion for Coastal Region Monitoring

    The motivation for this project is the need for much better data collection from satellites, where technology can be “20 years behind,” says Cahoy. As part of this project, Cahoy will pursue research in the area of autonomous artificial intelligence-enabled rapid sensor fusion (which combines data from different sensors, such as radar and cameras) onboard satellites to improve understanding of the impacts of climate change, specifically sea-level rise and hurricanes and flooding in coastal regions. Graduate students Madeline Anderson, a PhD student in electrical engineering and computer science (EECS), and Mary Dahl, a PhD student in AeroAstro, will work with Cahoy on this project.

    Professor Priya Donti, Department of Electrical Engineering and Computer Science: Robust Reinforcement Learning for High-Renewables Power Grids 

    With renewables like wind and solar making up a growing share of electricity generation on power grids, Donti’s project focuses on improving control methods for these distributed sources of electricity. The research will aim to create a realistic representation of the characteristics of power grid operations, and eventually inform scalable operational improvements in power systems. It will “give power systems operators faith that, OK, this conceptually is good, but it also actually works on this grid,” says Donti. PhD candidate Ana Rivera from EECS is the F^4 graduate student on the project.

    Professor Jason Jackson, Department of Urban Studies and Planning (DUSP): Political Economy of the Climate Crisis: Institutions, Power and Global Governance

    This project takes a political economy approach to the climate crisis, offering a distinct lens to examine, first, the political governance challenge of mobilizing climate action and designing new institutional mechanisms to address the global and intergenerational distributional aspects of climate change; second, the economic challenge of devising new institutional approaches to equitably finance climate action; and third, the cultural challenge — and opportunity — of empowering an adaptive socio-cultural ecology through traditional knowledge and local-level social networks to achieve environmental resilience. Graduate students Chen Chu and Mrinalini Penumaka, both PhD students in DUSP, are working with Jackson on the project.

    Professor Haruko Wainwright, departments of Nuclear Science and Engineering (NSE) and Civil and Environmental Engineering: Low-cost Environmental Monitoring Network Technologies in Rural Communities for Addressing Climate Justice 

    This project will establish a community-based climate and environmental monitoring network in addition to a data visualization and analysis infrastructure in rural marginalized communities to better understand and address climate justice issues. The project team plans to work with rural communities in Alaska to install low-cost air and water quality, weather, and soil sensors. Graduate students Kay Whiteaker, an MS candidate in NSE, and Amandeep Singh, and MS candidate in System Design and Management at Sloan, are working with Wainwright on the project, as is David McGee, professor in earth, atmospheric, and planetary sciences.

    A reciprocal relationship with the land in Hawaiʻi

    Aja Grande grew up on the Hawaiian island of Oʻahu, between the Kona and ʻEwa districts, nurtured by her community and the natural environment. Her family has lived in Hawaiʻi for generations; while she is not “Kanaka ʻŌiwi,” of native Hawaiian descent, she is proud to trace her family’s history to the time of the Hawaiian Kingdom in the 19th century. Grande is now a PhD candidate in MIT’s HASTS (History, Anthropology, Science, Technology and Society) program, and part of her dissertation tracks how Hawaiian culture and people’s relationship with the land has evolved throughout time.

    “The fondest memories I have are camping on the north shore every summer with my friends,” says Grande. “I loved being in ‘ke kai’ (the sea) and ‘ma uka,’ (inland, in the mountains) with my friends when I was younger. It was just pure fun exploring ‘ʻāina’ like that.” “‘Āina” in the Hawaiian language is often defined as “land,” but is understood to the people of Hawaiʻi as “that which feeds.”

    “Now that I’m older,” Grande adds, “I’m connecting the dots and realizing how much knowledge about the complex systems of ‘ahupuaʻa’ [traditional Hawaiian divisions of land that extend from the mountains to the sea], I actually gained through these experiences.”

    Grande recently completed a year of fieldwork in Hawaiʻi where she volunteered with land-based, or ‘āina-based organizations. In the movement to restore ‘āina to “momona,” or  “fertile and abundant lands,” the land and the people who serve as its stewards are of equal importance.

    “I’m looking at how people who are not Kanaka ‘Ōiwi, or native Hawaiian, by descent can participate in this kind of restoration, and what it means for both Kanaka ‘Ōiwi and non-Kanaka ‘Ōiwi to participate in it,” says Grande, who herself descends from immigrants of other island nations. “Some of my ancestors were born and raised in Hawaiʻi before the U.S. subjected Hawaiʻi as a state and territory, meaning that some of them were Hawaiian Kingdom subjects. While, I am not Kanaka ʻŌiwi by lineage, some of my ‘ohana nui (extended family), from these same ancestors, are Kanaka ʻŌiwi. I’m writing about how being Hawaiian, from a Hawaiian sovereignty standpoint, is not just about race and ethnicity. When Hawaiʻi was a sovereign nation, Hawaiian citizenship was never afforded on the basis of race alone. It was also based on your lifelong commitment to ‘āina and the people of Hawaiʻi.”

    The project is personal to Grande, who describes both the content and the process of writing it as part of her healing journey. She hopes to lay the groundwork for others who are “hoaʻāina,” or “those who actively care for ʻāina,” in Hawaiʻi, but not Kanaka ʻŌiwi to better articulate their identities and foster a deeper connection with the ʻāina and the “kaiāulu,” or “community,” they love and actively care for.

    Returning home

    Grande has spent her academic career on the East Coast, first at Brown University, where she received a degree in science, technology, and society, and now at MIT in the HASTS program. She swam competitively through her second year of college, and had earlier represented Hawaiʻi at the 2012 Oceania Games in New Caledonia. Once she stopped swimming, Grande first used her newfound time to travel the world. Tired of this transient lifestyle, she realized she was more interested in exploring her connection to land in a more rooted way.

    “Moving around, especially as a college student, it’s very hard to grow things,” says Grande. “People are a lot like plants. You really just need to let plants do their thing in place. We do really well and we thrive when we can be connected to place.”

    Grande started by founding the Ethnobotany Society at Brown to explore the relationship people have to plants. With the group she organized nature walks, collaborated with local farms, and connected it to the history she was learning in class.

    Still, the East Coast never quite felt like home to Grande. When she started planning for the fieldwork portion of her program, she envisioned spending half the year in New England and half in Hawaiʻi. But she soon realized how important it was for both her research and herself to dedicate everything to Hawai’i.

    “When I came back, it just felt so right to be back home,” says Grande. “The feeling in your naʻau — your ‘gut’ — of knowing that you have to contribute to Hawaiʻi is very powerful, and I think a lot of people here understand what that means. It’s kind of like a calling.”

    Hoaʻāina, community, family

    Once Grande made the decision to return home for her field work, she says everything fell into place.

    “I knew that I wanted to do something close to my heart. It’s a huge privilege because I was able to come home and learn more about myself and my family and how we are connected to Hawaiʻi,” she says.

    During her year of fieldwork, Grande learned how hoaʻāina cultivate spaces where the community can can work alongside one another to plant traditional food and medicinal crops, control invasive species, and more. She wasn’t just an observer, either. As much as Grande learned from an academic perspective, her personal growth has been intertwined with the entire process.

    “The most interesting part was that all the hoaʻāina I volunteered with helped me to understand my place back home,” says Grande. “They were my informants but also — this usually happens with anthropologists — people become your friends. The hoaʻāina I volunteered with treated me like family. They also got to know some of my family members, who joined me to volunteer at different sites. It’s sometimes hard to drop a hard line between what fieldwork is and what your personal life is because when you’re in the field, there’s so many events that are connected to your work. It was so fun and meaningful to write about the ʻāina and people I consider my community and family.”

    The movement doesn’t start or end with Grande’s dissertation. Pursuing this project has given her the language to articulate her own relationship with ‘āina, and she hopes it will empower others to reexamine how they exist in relation to land.

    After completing her program, Grande intends to stay in Hawaiʻi and continue philanthropy work while contributing to the movement of ʻāina momona.

    “We want the land to live and to keep a relationship with the land. That’s the emotional part. I have a ‘kuleana,’ (duty and responsibility) to everything that I learned while growing up, including the ʻāina and ‘kaiāulu,’ (community) who raised me. The more you learn, there’s so much that you want to protect about the culture and this ‘āina.” More

    How to tackle the global deforestation crisis

    Imagine if France, Germany, and Spain were completely blanketed in forests — and then all those trees were quickly chopped down. That’s nearly the amount of deforestation that occurred globally between 2001 and 2020, with profound consequences.

    Deforestation is a major contributor to climate change, producing between 6 and 17 percent of global greenhouse gas emissions, according to a 2009 study. Meanwhile, because trees also absorb carbon dioxide, removing it from the atmosphere, they help keep the Earth cooler. And climate change aside, forests protect biodiversity.

    “Climate change and biodiversity make this a global problem, not a local problem,” says MIT economist Ben Olken. “Deciding to cut down trees or not has huge implications for the world.”

    But deforestation is often financially profitable, so it continues at a rapid rate. Researchers can now measure this trend closely: In the last quarter-century, satellite-based technology has led to a paradigm change in charting deforestation. New deforestation datasets, based on the Landsat satellites, for instance, track forest change since 2000 with resolution at 30 meters, while many other products now offer frequent imaging at close resolution.

    “Part of this revolution in measurement is accuracy, and the other part is coverage,” says Clare Balboni, an assistant professor of economics at the London School of Economics (LSE). “On-site observation is very expensive and logistically challenging, and you’re talking about case studies. These satellite-based data sets just open up opportunities to see deforestation at scale, systematically, across the globe.”

    Balboni and Olken have now helped write a new paper providing a road map for thinking about this crisis. The open-access article, “The Economics of Tropical Deforestation,” appears this month in the Annual Review of Economics. The co-authors are Balboni, a former MIT faculty member; Aaron Berman, a PhD candidate in MIT’s Department of Economics; Robin Burgess, an LSE professor; and Olken, MIT’s Jane Berkowitz Carlton and Dennis William Carlton Professor of Microeconomics. Balboni and Olken have also conducted primary research in this area, along with Burgess.

    So, how can the world tackle deforestation? It starts with understanding the problem.

    Replacing forests with farms

    Several decades ago, some thinkers, including the famous MIT economist Paul Samuelson in the 1970s, built models to study forests as a renewable resource; Samuelson calculated the “maximum sustained yield” at which a forest could be cleared while being regrown. These frameworks were designed to think about tree farms or the U.S. national forest system, where a fraction of trees would be cut each year, and then new trees would be grown over time to take their place.

    But deforestation today, particularly in tropical areas, often looks very different, and forest regeneration is not common.

    Indeed, as Balboni and Olken emphasize, deforestation is now rampant partly because the profits from chopping down trees come not just from timber, but from replacing forests with agriculture. In Brazil, deforestation has increased along with agricultural prices; in Indonesia, clearing trees accelerated as the global price of palm oil went up, leading companies to replace forests with palm tree orchards.

    All this tree-clearing creates a familiar situation: The globally shared costs of climate change from deforestation are “externalities,” as economists say, imposed on everyone else by the people removing forest land. It is akin to a company that pollutes into a river, affecting the water quality of residents.

    “Economics has changed the way it thinks about this over the last 50 years, and two things are central,” Olken says. “The relevance of global externalities is very important, and the conceptualization of alternate land uses is very important.” This also means traditional forest-management guidance about regrowth is not enough. With the economic dynamics in mind, which policies might work, and why?

    The search for solutions

    As Balboni and Olken note, economists often recommend “Pigouvian” taxes (named after the British economist Arthur Pigou) in these cases, levied against people imposing externalities on others. And yet, it can be hard to identify who is doing the deforesting.

    Instead of taxing people for clearing forests, governments can pay people to keep forests intact. The UN uses Payments for Environmental Services (PES) as part of its REDD+ (Reducing Emissions from Deforestation and forest Degradation) program. However, it is similarly tough to identify the optimal landowners to subsidize, and these payments may not match the quick cash-in of deforestation. A 2017 study in Uganda showed PES reduced deforestation somewhat; a 2022 study in Indonesia found no reduction; another 2022 study, in Brazil, showed again that some forest protection resulted.

    “There’s mixed evidence from many of these [studies],” Balboni says. These policies, she notes, must reach people who would otherwise clear forests, and a key question is, “How can we assess their success compared to what would have happened anyway?”

    Some places have tried cash transfer programs for larger populations. In Indonesia, a 2020 study found such subsidies reduced deforestation near villages by 30 percent. But in Mexico, a similar program meant more people could afford milk and meat, again creating demand for more agriculture and thus leading to more forest-clearing.

    At this point, it might seem that laws simply banning deforestation in key areas would work best — indeed, about 16 percent of the world’s land overall is protected in some way. Yet the dynamics of protection are tricky. Even with protected areas in place, there is still “leakage” of deforestation into other regions. 

    Still more approaches exist, including “nonstate agreements,” such as the Amazon Soy Moratorium in Brazil, in which grain traders pledged not to buy soy from deforested lands, and reduced deforestation without “leakage.”

    Also, intriguingly, a 2008 policy change in the Brazilian Amazon made agricultural credit harder to obtain by requiring recipients to comply with environmental and land registration rules. The result? Deforestation dropped by up to 60 percent over nearly a decade. 

    Politics and pulp

    Overall, Balboni and Olken observe, beyond “externalities,” two major challenges exist. One, it is often unclear who holds property rights in forests. In these circumstances, deforestation seems to increase. Two, deforestation is subject to political battles.

    For instance, as economist Bard Harstad of Stanford University has observed, environmental lobbying is asymmetric. Balboni and Olken write: “The conservationist lobby must pay the government in perpetuity … while the deforestation-oriented lobby need pay only once to deforest in the present.” And political instability leads to more deforestation because “the current administration places lower value on future conservation payments.”

    Even so, national political measures can work. In the Amazon from 2001 to 2005, Brazilian deforestation rates were three to four times higher than on similar land across the border, but that imbalance vanished once the country passed conservation measures in 2006. However, deforestation ramped up again after a 2014 change in government. Looking at particular monitoring approaches, a study of Brazil’s satellite-based Real-Time System for Detection of Deforestation (DETER), launched in 2004, suggests that a 50 percent annual increase in its use in municipalities created a 25 percent reduction in deforestation from 2006 to 2016.

    How precisely politics matters may depend on the context. In a 2021 paper, Balboni and Olken (with three colleagues) found that deforestation actually decreased around elections in Indonesia. Conversely, in Brazil, one study found that deforestation rates were 8 to 10 percent higher where mayors were running for re-election between 2002 and 2012, suggesting incumbents had deforestation industry support.

    “The research there is aiming to understand what the political economy drivers are,” Olken says, “with the idea that if you understand those things, reform in those countries is more likely.”

    Looking ahead, Balboni and Olken also suggest that new research estimating the value of intact forest land intact could influence public debates. And while many scholars have studied deforestation in Brazil and Indonesia, fewer have examined the Democratic Republic of Congo, another deforestation leader, and sub-Saharan Africa.

    Deforestation is an ongoing crisis. But thanks to satellites and many recent studies, experts know vastly more about the problem than they did a decade or two ago, and with an economics toolkit, can evaluate the incentives and dynamics at play.

    “To the extent that there’s ambuiguity across different contexts with different findings, part of the point of our review piece is to draw out common themes — the important considerations in determining which policy levers can [work] in different circumstances,” Balboni says. “That’s a fast-evolving area. We don’t have all the answers, but part of the process is bringing together growing evidence about [everything] that affects how successful those choices can be.” More

    Putting public service into practice

    Salomé Otero ’23 doesn’t mince words about the social impact internship she had in 2022. “It was transformational for me,” she says.

    Otero, who majored in management with a concentration in education, always felt that education would play some role in her career path after MIT, but she wasn’t sure how. That all changed her junior year, when she got an email from the Priscilla King Gray Public Service Center (PKG Center) about an internship at The Last Mile, a San Francisco-based nonprofit that provides education and technology training for justice-impacted individuals.

    Otero applied and was selected as a web curriculum and re-entry intern at The Last Mile the summer between her junior and senior year — an eye-opening experience that cemented her post-graduation plans. “You hear some amazing stories, like this person was incarcerated before the iPhone had come out. Now he’s a software developer,” she explains. “And for me, the idea of using computer science education for good appealed to me on many fronts. But even if I hadn’t gotten the opportunity to work at The Last Mile, the fact that I saw a job description for this role and learned that companies have the resources to make a difference … I didn’t know that there were people and organizations dedicating their time and energy into this.”

    She was so inspired that, when she returned for her senior year, Otero found work at two education labs at MIT, completed another social impact internship over Independent Activities Period (IAP) at G{Code}, an education nonprofit that provides computer science education to women and nonbinary people of color, and decided to apply to graduate school. “I can tell you with 100 percent certainty that I would not be pursuing a PhD in education policy right now if it weren’t for the PKG Center,” she says. She will begin her doctorate this fall.

    Otero’s experience doesn’t surprise Jill Bassett, associate dean and director of the PKG Center. “MIT students are deeply concerned about the world’s most challenging problems,” she says. “And social impact internships are an incredible way for them to leverage their unique talents and skills to help create meaningful change while broadening their perspectives and discovering potential career paths.”

    “There’s a lot more out there”

    Founded 35 years ago, the PKG Center offers a robust portfolio of experiential learning programs broadly focused on four themes: climate change, health equity, racial justice, and tech for social good. The Center’s Social Impact Internship Program provides funded internships to students interested in working with government agencies, nonprofits, and social ventures. Students reap rich rewards from these experiences, including learning ways to make social change, informing their academic journey and career path, and gaining valuable professional skills.

    “It was a really good learning opportunity,” says Juliet Liao ’23, a graduate of MIT’s Naval ROTC program who commissioned as a submarine officer in June. She completed a social impact internship with the World Wildlife Fund, where she researched greenhouse gas emissions related to the salmon industry. “I haven’t had much exposure to what work outside of the Navy looks like and what I’m interested in working on. And I really liked the science-based approach to mitigating greenhouse gas emissions.”

    Amina Abdalla, a rising junior in biological engineering, arrived at MIT with a strong interest in health care and determined to go to medical school. But her internship at MassHealth, the Medicaid and Children’s Health Insurance Program provider for the state of Massachusetts, broadened her understanding of the complexity of the health care system and introduced her to many career options that she didn’t know existed.

    “They did coffee chats between interns and various people who work in MassHealth, such as doctors, lawyers, policy advocates, and consultants. There’s a lot more out there that one can do with the degree that they get and the knowledge they gain. It just depends on your interests, and I came away from that really excited,” she says. The experience inspired her to take a class in health policy before she graduates. “I know I want to be a doctor and I have a lot of interest in science in general, but if I could do some kind of public sector impact with that knowledge, I would definitely be interested in doing that.”

    Social impact internships also provide an opportunity for students to hone their analytical, technical, and people skills. Selma Sharaf ’22 worked on developing a first-ever climate action plan for Bennett College in Greensboro, North Carolina, one of two all-women’s historically Black colleges and universities in the United States. She conducted research and stakeholder interviews with nonprofits; sustainability directors at similar colleges; local utility companies; and faculty, staff, and students at Bennett.

    “Our external outreach efforts with certain organizations allowed me to practice having conversations about energy justice and climate issues with people who aren’t already in this space. I learned how useful it can be to not only discuss the overall issues of climate change and carbon emissions, but to also zoom in on more relatable personal-level impacts,” she says. Sharaf is currently working in clean energy consulting and plans to pursue a master’s degree at Stanford University’s Atmosphere/Energy Program this fall.

    Working with “all stars”

    Organizations that partner with the PKG Center are often constrained by limited technical and financial resources. Since the program is funded by the PKG Center, these internships help expand their organizational capacity and broaden their impact; MIT students can take on projects that might not otherwise get done, and they also bring fresh skills and ideas to the organization — and the zeal to pursue those ideas.

    Emily Moberg ’11, PhD ’16 got involved with the social impact internship programs in 2020. Moberg, who is the director of Scope 3 Carbon Measurement and Mitigation at the World Wildlife Fund, has worked with 20 MIT students since then, including Liao. The body of work that Liao and several other interns completed has been published in the form of 10 briefs onmitigating greenhouse gas emissions from key commodities, such as soy, beef, coffee, and palm oil.

    “Social impact interns bring technical skills, deep curiosity, and tenacity,” Moberg says. “I’ve worked with students across many majors, including computer and materials science; all of them bring a new, fresh perspective to our problems and often sophisticated quantitative ability. Their presence often helps us to investigate new ideas or expand a project. In some cases, interns have proposed new projects and ideas themselves. The support from the PKG Center for us to host these interns has been critical, especially for these new explorations.”

    Anne Carrington Hayes, associate professor and executive director of the Global Leadership and Interdisciplinary Studies program at Bennett College, calls the MIT interns she’s worked with since 2021 “all stars.” The work Sharaf and three other students performed has culminated in a draft climate action plan that will inform campus renovations and other measures that will be implemented at the college in the coming years.

    “They have been foundational in helping me to research, frame, collect data, and engage with our students and the community around issues of environmental justice and sustainability, particularly from the lens of what would be impactful and meaningful for women of color at Bennett College,” she says.

    Balancing supply and demand

    Bassett says that the social impact internship program has grown exponentially in the past few years. Before the pandemic, the program served five students from summer 2019 to spring 2020; it now serves about 125 students per year. Over that time, funding has become a significant limiting factor; demand for internships was three times the number of available internships in summer 2022, and five times the supply during IAP 2023.

    “MIT students have no shortage of opportunities available to them in the private sector, yet students are seeking social impact internships because they want to apply their skills to issues that they care about,” says Julie Uva, the PKG Center’s program administrator for social impact internships and employment. “We want to ensure every student who wants a social impact internship can access that experience.”

    MIT has taken note of this financial shortfall: the Task Force 2021 report recommended fundraising to alleviate the under-supply of social impact experiential learning opportunities (ELOs), and MIT’s Fast Forward Climate Action Plan called on the Institute to make a climate or clean-energy ELOs available to every undergraduate who wants one. As a result, the Office of Experiential Learning is working with Resource Development to raise new funding to support many more opportunities, which would be available to students not only through the PKG Center but also other offices and programs, such as MIT D-Lab, Undergraduate Research Opportunity Programs, MISTI, and the Environmental Solutions Initiative, among others.

    That’s welcome news to Salomé Otero. She’s familiar with the Institute’s fundraising efforts, having worked as one of the Alumni Association’s Tech Callers. Now, as an alumna herself and a former social impact intern, she has an appreciation for the power of philanthropy.

    “MIT is ahead of the game compared to so many universities, in so many ways,” she says. “But if they want to continue to do that in the most impactful way possible, I think investing in ideas and missions like the PKG Center is the way to go. So when that call comes, I’ll tell whoever is working that night shift, ‘Yeah, I’ll donate to the PKG Center.’” More

    New clean air and water labs to bring together researchers, policymakers to find climate solutions

    MIT’s Abdul Latif Jameel Poverty Action Lab (J-PAL) is launching the Clean Air and Water Labs, with support from Community Jameel, to generate evidence-based solutions aimed at increasing access to clean air and water.

    Led by J-PAL’s Africa, Middle East and North Africa (MENA), and South Asia regional offices, the labs will partner with government agencies to bring together researchers and policymakers in areas where impactful clean air and water solutions are most urgently needed.

    Together, the labs aim to improve clean air and water access by informing the scaling of evidence-based policies and decisions of city, state, and national governments that serve nearly 260 million people combined.

    The Clean Air and Water Labs expand the work of J-PAL’s King Climate Action Initiative, building on the foundational support of King Philanthropies, which significantly expanded J-PAL’s work at the nexus of climate change and poverty alleviation worldwide. 

    Air pollution, water scarcity and the need for evidence 

    Africa, MENA, and South Asia are on the front lines of global air and water crises. 

    “There is no time to waste investing in solutions that do not achieve their desired effects,” says Iqbal Dhaliwal, global executive director of J-PAL. “By co-generating rigorous real-world evidence with researchers, policymakers can have the information they need to dedicate resources to scaling up solutions that have been shown to be effective.”

    In India, about 75 percent of households did not have drinking water on premises in 2018. In MENA, nearly 90 percent of children live in areas facing high or extreme water stress. Across Africa, almost 400 million people lack access to safe drinking water. 

    Simultaneously, air pollution is one of the greatest threats to human health globally. In India, extraordinary levels of air pollution are shortening the average life expectancy by five years. In Africa, rising indoor and ambient air pollution contributed to 1.1 million premature deaths in 2019. 

    There is increasing urgency to find high-impact and cost-effective solutions to the worsening threats to human health and resources caused by climate change. However, data and evidence on potential solutions are limited.

    Fostering collaboration to generate policy-relevant evidence 

    The Clean Air and Water Labs will foster deep collaboration between government stakeholders, J-PAL regional offices, and researchers in the J-PAL network. 

    Through the labs, J-PAL will work with policymakers to:

    co-diagnose the most pressing air and water challenges and opportunities for policy innovation;
    expand policymakers’ access to and use of high-quality air and water data;
    co-design potential solutions informed by existing evidence;
    co-generate evidence on promising solutions through rigorous evaluation, leveraging existing and new data sources; and
    support scaling of air and water policies and programs that are found to be effective through evaluation. 
    A research and scaling fund for each lab will prioritize resources for co-generated pilot studies, randomized evaluations, and scaling projects. 

    The labs will also collaborate with C40 Cities, a global network of mayors of the world’s leading cities that are united in action to confront the climate crisis, to share policy-relevant evidence and identify opportunities for potential new connections and research opportunities within India and across Africa.

    This model aims to strengthen the use of evidence in decision-making to ensure solutions are highly effective and to guide research to answer policymakers’ most urgent questions. J-PAL Africa, MENA, and South Asia’s strong on-the-ground presence will further bridge research and policy work by anchoring activities within local contexts. 

    “Communities across the world continue to face challenges in accessing clean air and water, a threat to human safety that has only been exacerbated by the climate crisis, along with rising temperatures and other hazards,” says George Richards, director of Community Jameel. “Through our collaboration with J-PAL and C40 in creating climate policy labs embedded in city, state, and national governments in Africa and South Asia, we are committed to innovative and science-based approaches that can help hundreds of millions of people enjoy healthier lives.”

    Q&A: Steven Gonzalez on Indigenous futurist science fiction

    Steven Gonzalez is a PhD candidate in the MIT Doctoral Program in History, Anthropology, Science, Technology, and Society (HASTS), where he researches the environmental impacts of cloud computing and data centers in the United States, Iceland, and Puerto Rico. He is also an author. Writing under the name E.G. Condé, he recently published his first book, “Sordidez.” It’s described as an “Indigenous futurist science fiction novella set in Puerto Rico and the Yucatán.” Set in the near future, it follows the survivors of civil war and climate disaster led by protagonist Vero Diaz, as they reclaim their Indigenous heritage and heal their lands.

    In this Q&A, Gonzalez describes the book’s themes, its inspirations, and its connection to research, people, and classes at MIT.

    Q: Where did the inspiration for this story come from?

    A: I actually began my time at MIT in September of 2017 when Hurricane María struck. It was a really difficult time for me at the Institute, starting a PhD program. And it’s MIT, so there’s a lot of pressure. I was still kind of navigating the new institutional space and trying to understand my place in it. But I had a lot of people at the Institute who were extremely supportive during that time. I had family members in Puerto Rico who were stranded as a result of the hurricane, who I didn’t hear from for a very long time — who I feared dead. It was a very, very chaotic, confusing, and emotionally turbulent time for me, and also incredibly difficult to be trying to be present in a PhD program for the first semester. Karen Gardner, our administrator, was really incredibly supportive in that. Also the folks at the MIT Association of Puerto Ricans, who hosted fundraisers and linked students with counseling resources. But that trauma of the hurricane and the images that I saw of the aftermath of the hurricane, specifically in the town where my grandmother’s house was where I spent time living as a child during the summers, and to me, it was the greenest place that I have ever known. It looked like somebody had torched the entire landscape. It was traumatizing to see that image. But that kind of seeded the idea of, is there a way to burn without fire? There’s climate change, but there’s also climate terror. And so that was sort of one of the premises of the book explores, geoengineering, but also the flip side of geoengineering and terraforming is, of course, climate terror. And in a way, we could frame what’s been happening with the fossil fuel industry as a form of climate terror, as well. So for me, this all began right when I started at MIT, these dual tracks of thought.

    Q: What do you see as the core themes of your novella?

    A: One major theme is rebuilding. As I said, this story was very influenced by the trauma of Hurricane María and the incredibly inspiring accounts from family members, from people in Puerto Rico that I know, of regular people stepping up when the government — both federal and local — essentially abandoned them. There were so many failures of governance. But people stepped up and did what they could to help each other, to help neighbors. Neighbors cleared trees from roads. They banded together to do this. They pooled resources, to run generators so that everyone in the same street could have food that day. They would share medical supplies like insulin and things that were scarce. This was incredibly inspiring for me. And a huge theme of the book is rebuilding in the aftermath of a fictive hurricane, which I call Teddy, named after President Theodore Roosevelt, where Puerto Rico’s journey began as a U.S. commonwealth or a colony.

    Healing is also a huge theme. Healing in the sense of this story was also somewhat critical of Puerto Rican culture. And it’s refracted through my own experience as a queer person navigating the space of Puerto Rico as a very kind of religious and traditional place and a very complex place at that. The main character, Vero, is a trans man. This is a person who’s transitioned and has felt a lot of alienation and as a result of his gender transition, a lot of people don’t accept him and don’t accept his identity or who he is even though he’s incredibly helpful in this rebuilding effort to the point where he’s, in some ways, a leader, if not the leader. And it becomes, in a way, about healing from the trauma of rejection too. And of course, Vero, but other characters who have gone through various traumas that I think are very much shared across Latin America, the Latin American experiences of assimilation, for instance. Latin America is a very complex place. We have Spanish as our language, that is our kind of lingua franca. But there are many Indigenous languages that people speak that have been not valued or people who speak them or use them are actively punished. And there’s this deep trauma of losing language. And in the case of Puerto Rico, the Indigenous language of the Taínos has been destroyed by colonialism. The story is about rebuilding that language and healing and “becoming.” In some ways, it’s about re-indigenization. And then the last part, as I said, healing, reconstruction, but also transformation and metamorphosis. And becoming Taíno. Again, what does that mean? What does it mean to be an Indigenous Caribbean in the future? And so that’s one of the central themes of the story.

    Q: How does the novella intersect with the work you’re doing as a PhD candidate in HASTS?

    A: My research on cloud computing is very much about climate change. It’s pitched within the context of climate change and understanding how our digital ecosystem contributes to not only global warming, but things like desertification. As a social scientist, that’s what I study. My studies of infrastructure are also directly referenced in the book in a lot of ways. For instance, the now collapsed Arecibo Ionosphere Observatory, where some of my pandemic fieldwork occurred, is a setting in the book. And also, I am an anthropologist. I am Puerto Rican. I draw both from my personal experience and my anthropological lens to make a story that I think is very multicultural and multilingual. It’s set in Puerto Rico, but the other half is set in the Yucatán Peninsula in what we’ll call the former Maya world. And there’s a lot of intersections between the two settings. And that goes back to the deeper Indigenous history. Some people are calling this Indigenous futurism because it references the Taínos, who are the Indigenous people of Puerto Rico, but also the Mayas, and many different Maya groups that are throughout the Yucatán Peninsula, but also present-day Guatemala and Honduras. And the story is about exchange between these two worlds. As someone trained as an anthropologist, it’s a really difficult task to kind of pull that off. And I think that my training has really, really helped me achieve that.

    Q: Are there any examples of ways being among the MIT community while writing this book influenced and, in some ways, made this project possible?

    A: I relied on many of my colleagues for support. There’s some sign language in the book. In Puerto Rico, there’s a big tradition of sign language. There’s a version of American sign language called LSPR that’s only found in Puerto Rico. And that’s something I’ve been aware of ever since I was a kid. But I’m not fluent in sign language or deaf communities and their culture. I got a lot of help from Timothy Loh, who’s in the HASTS program, who was extremely helpful to steer me towards sensitivity readers in the deaf community in his networks. My advisor, Stefan Helmreich, is very much a science fiction person in a lot of ways. His research is on the ocean waves, the history and anthropology of biology. He’s done ethnography in deep-sea submersibles. He’s always kind of thinking in a science fictional lens. And he allowed me, for one of my qualifying exam lists, to mesh science fiction with social theory. And that was also a way that I felt very supported by the Institute. In my coursework, I also took a few science fiction courses in other departments. I worked with Shariann Lewitt, who actually read the first version of the story. I workshopped it in her 21W.759 (Writing Science Fiction) class, and got some really amazing feedback that led to what is now a publication and a dream fulfilled in so many ways. She took me under her wing and really believed in this book. More
