    The MIT-Portugal Program enters Phase 4

    Since its founding 19 years ago as a pioneering collaboration with Portuguese universities, research institutions and corporations, the MIT-Portugal Program (MPP) has achieved a slew of successes — from enabling 47 entrepreneurial spinoffs and funding over 220 joint projects between MIT and Portuguese researchers to training a generation of exceptional researchers on both sides of the Atlantic.In March, with nearly two decades of collaboration under their belts, MIT and the Portuguese Science and Technology Foundation (FCT) signed an agreement that officially launches the program’s next chapter. Running through 2030, MPP’s Phase 4 will support continued exploration of innovative ideas and solutions in fields ranging from artificial intelligence and nanotechnology to climate change — both on the MIT campus and with partners throughout Portugal.  “One of the advantages of having a program that has gone on so long is that we are pretty well familiar with each other at this point. Over the years, we’ve learned each other’s systems, strengths and weaknesses and we’ve been able to create a synergy that would not have existed if we worked together for a short period of time,” says Douglas Hart, MIT mechanical engineering professor and MPP co-director.Hart and John Hansman, the T. Wilson Professor of Aeronautics and Astronautics at MIT and MPP co-director, are eager to take the program’s existing research projects further, while adding new areas of focus identified by MIT and FCT. Known as the Fundação para a Ciência e Tecnologia in Portugal, FCT is the national public agency supporting research in science, technology and innovation under Portugal’s Ministry of Education, Science and Innovation.“Over the past two decades, the partnership with MIT has built a foundation of trust that has fostered collaboration among researchers and the development of projects with significant scientific impact and contributions to the Portuguese economy,” Fernando Alexandre, Portugal’s minister for education, science, and innovation, says. “In this new phase of the partnership, running from 2025 to 2030, we expect even greater ambition and impact — raising Portuguese science and its capacity to transform the economy and improve our society to even higher levels, while helping to address the challenges we face in areas such as climate change and the oceans, digitalization, and space.”“International collaborations like the MIT-Portugal Program are absolutely vital to MIT’s mission of research, education and service. I’m thrilled to see the program move into its next phase,” says MIT President Sally Kornbluth. “MPP offers our faculty and students opportunities to work in unique research environments where they not only make new findings and learn new methods but also contribute to solving urgent local and global problems. MPP’s work in the realm of ocean science and climate is a prime example of how international partnerships like this can help solve important human problems.”Sharing MIT’s commitment to academic independence and excellence, Kornbluth adds, “the institutions and researchers we partner with through MPP enhance MIT’s ability to achieve its mission, enabling us to pursue the exacting standards of intellectual and creative distinction that make MIT a cradle of innovation and world leader in scientific discovery.”The epitome of an effective international collaboration, MPP has stayed true to its mission and continued to deliver results here in the U.S. and in Portugal for nearly two decades — prevailing amid myriad shifts in the political, social, and economic landscape. The multifaceted program encompasses an annual research conference and educational summits such as an Innovation Workshop at MIT each June and a Marine Robotics Summer School in the Azores in July, as well as student and faculty exchanges that facilitate collaborative research. During the third phase of the program alone, 59 MIT students and 53 faculty and researchers visited Portugal, and MIT hosted 131 students and 49 faculty and researchers from Portuguese universities and other institutions.In each roughly five-year phase, MPP researchers focus on a handful of core research areas. For Phase 3, MPP advanced cutting-edge research in four strategic areas: climate science and climate change; Earth systems: oceans to near space; digital transformation in manufacturing; and sustainable cities. Within these broad areas, MIT and FCT researchers worked together on numerous small-scale projects and several large “flagship” ones, including development of Portugal’s CubeSat satellite, a collaboration between MPP and several Portuguese universities and companies that marked the country’s second satellite launch and the first in 30 years.While work in the Phase 3 fields will continue during Phase 4, researchers will also turn their attention to four more areas: chips/nanotechnology, energy (a previous focus in Phase 2), artificial intelligence, and space.“We are opening up the aperture for additional collaboration areas,” Hansman says.In addition to focusing on distinct subject areas, each phase has emphasized the various parts of MPP’s mission to differing degrees. While Phase 3 accentuated collaborative research more than educational exchanges and entrepreneurship, those two aspects will be given more weight under the Phase 4 agreement, Hart said.“We have approval in Phase 4 to bring a number of Portuguese students over, and our principal investigators will benefit from close collaborations with Portuguese researchers,” he says.The longevity of MPP and the recent launch of Phase 4 are evidence of the program’s value. The program has played a role in the educational, technological and economic progress Portugal has achieved over the past two decades, as well.  “The Portugal of today is remarkably stronger than the Portugal of 20 years ago, and many of the places where they are stronger have been impacted by the program,” says Hansman, pointing to sustainable cities and “green” energy, in particular. “We can’t take direct credit, but we’ve been part of Portugal’s journey forward.”Since MPP began, Hart adds, “Portugal has become much more entrepreneurial. Many, many, many more start-up companies are coming out of Portuguese universities than there used to be.”  A recent analysis of MPP and FCT’s other U.S. collaborations highlighted a number of positive outcomes. The report noted that collaborations with MIT and other US universities have enhanced Portuguese research capacities and promoted organizational upgrades in the national R&D ecosystem, while providing Portuguese universities and companies with opportunities to engage in complex projects that would have been difficult to undertake on their own.Regarding MIT in particular, the report found that MPP’s long-term collaboration has spawned the establishment of sustained doctoral programs and pointed to a marked shift within Portugal’s educational ecosystem toward globally aligned standards. MPP, it reported, has facilitated the education of 198 Portuguese PhDs.Portugal’s universities, students and companies are not alone in benefitting from the research, networks, and economic activity MPP has spawned. MPP also delivers unique value to MIT, as well as to the broader US science and research community. Among the program’s consistent themes over the years, for example, is “joint interest in the Atlantic,” Hansman says.This summer, Faial Island in the Azores will host MPP’s fifth annual Marine Robotics Summer School, a two-week course open to 12 Portuguese Master’s and first year PhD students and 12 MIT upper-level undergraduates and graduate students. The course, which includes lectures by MIT and Portuguese faculty and other researchers, workshops, labs and hands-on experiences, “is always my favorite,” said Hart.“I get to work with some of the best researchers in the world there, and some of the top students coming out of Woods Hole Oceanographic Institution, MIT, and Portugal,” he says, adding that some of his previous Marine Robotics Summer School students have come to study at MIT and then gone on to become professors in ocean science.“So, it’s been exciting to see the growth of students coming out of that program, certainly a positive impact,” Hart says.MPP provides one-of-a-kind opportunities for ocean research due to the unique marine facilities available in Portugal, including not only open ocean off the Azores but also Lisbon’s deep-water port and a Portuguese Naval facility just south of Lisbon that is available for collaborative research by international scientists. Like MIT, Portuguese universities are also strongly invested in climate change research — a field of study keenly related to ocean systems.“The international collaboration has allowed us to test and further develop our research prototypes in different aquaculture environments both in the US and in Portugal, while building on the unique expertise of our Portuguese faculty collaborator Dr. Ricardo Calado from the University of Aveiro and our industry collaborators,” says Stefanie Mueller, the TIBCO Career Development Associate Professor in MIT’s departments of Electrical Engineering and Computer Science and Mechanical Engineering and leader of the Human-Computer Interaction Group at the MIT Computer Science and Artificial Intelligence Lab.Mueller points to the work of MIT mechanical engineering PhD student Charlene Xia, a Marine Robotics Summer School participant, whose research is aimed at developing an economical system to monitor the microbiome of seaweed farms and halt the spread of harmful bacteria associated with ocean warming. In addition to participating in the summer school as a student, Xia returned to the Azores for two subsequent years as a teaching assistant.“The MIT-Portugal Program has been a key enabler of our research on monitoring the aquatic microbiome for potential disease outbreaks,” Mueller says.As MPP enters its next phase, Hart and Hansman are optimistic about the program’s continuing success on both sides of the Atlantic and envision broadening its impact going forward.“I think, at this point, the research is going really well, and we’ve got a lot of connections. I think one of our goals is to expand not the science of the program necessarily, but the groups involved,” Hart says, noting that MPP could have a bigger presence in technical fields such as AI and micro-nano manufacturing, as well as in social sciences and humanities.“We’d like to involve many more people and new people here at MIT, as well as in Portugal,” he says, “so that we can reach a larger slice of the population.”  More

    A bright and airy hub for climate at MIT

    Seen from a distance, MIT’s Cecil and Ida Green Building (Building 54) — designed by renowned architect and MIT alumnus I.M. Pei ’40 — is one of the most iconic buildings on the Cambridge, Massachusetts, skyline. Home to the MIT Department of Earth, Atmospheric and Planetary Sciences (EAPS), the 21-story concrete structure soars over campus, topped with its distinctive spherical radar dome. Close up, however, it was a different story.A sunless, two-story, open-air plaza beneath the tower previously served as a nondescript gateway to the department’s offices, labs, and classrooms above. “It was cold and windy — probably the windiest place on campus,” EAPS department head Robert van der Hilst, the Schlumberger Professor of Earth and Planetary Sciences, told a packed auditorium inside the building in March. “You would pass through the elevators and disappear into the corridors, never to be seen again until the end of the day.”Van der Hilst was speaking at a dedication event to celebrate the opening of the renovated and expanded space, 60 years after the Green Building’s original dedication in 1964. In a dramatic transformation, the perpetually-shaded expanse beneath the tower has been filled with an airy, glassed-in structure that is as inviting as the previous space was forbidding.Designed to meet LEED-platinum certification, the newly-constructed Tina and Hamid Moghadam Building (Building 55) seems to float next to the Brutalist tower, its glass façade both opening up the interior and reflecting the sunlight and green space outside. The 300-seat auditorium within the original tower has been similarly transformed, bringing light and space to the newly dubbed Dixie Lee Bryant (1891) Lecture Hall, named after the first person to earn a geology degree at MIT.Catalyzing collaborationThe project is about more than updating an overlooked space. “The building we’re here to celebrate today does something else,” MIT President Sally Kornbluth said at the dedication.“In its lightness, in its transparency, it calls attention not to itself, but to the people gathered inside it. In its warmth, its openness, it makes room for culture and community. And it welcomes in those who don’t yet belong … as we take on the immense challenges of climate together,” she continued, referencing the recent launch of The Climate Project at MIT — a whole-of-MIT initiative to innovate bold solutions to climate change. In MIT’s famously decentralized structure, the Moghadam Building provides a new physical hub for students, scientists, and engineers interested in climate and the environment to congregate and share ideas.From the start, fostering this kind of multidisciplinary collaboration was part of Van der Hilst’s vision. In addition to serving as the flagship location for EAPS, Building 54 has long been the administrative home of the MIT-WHOI Joint Program in Oceanography/Applied Ocean Science and Engineering — a graduate program in partnership with Woods Hole Oceanographic Institute. With the addition of Building 55, EAPS has now been joined by the MIT Environmental Solutions Initiative (ESI) — a campus-wide program fostering education, outreach, and innovation in earth system science, urban infrastructure, and sustainability — and will welcome closer collaboration with Terrascope — a first-year learning community which invites its students to take on real-world environmental challenges.A shared vision comes to lifeThe building project dovetailed with the long-overdue refurbishment of the Green Building. After a multi-year fundraising campaign where Van der Hilst spearheaded the department’s efforts, the project received a major boost from lead donors Tina and Hamid Moghadam ’77, SM ’78, allowing the department to break ground in November 2021.In Moghadam, chair and CEO of Prologis, which owns 1.2 billion square feet of warehouses and other logistics infrastructure worldwide, EAPS found a fellow champion for climate and environmental innovation. By putting solar panels on the roofs of Prologis buildings, the company is now the second largest on-site producer of solar energy in the United States. “I don’t think there needs to be a trade-off between good sound economics and return on investment and solving climate change problems,” Moghadam said at the dedication. “The solutions that really work are the ones that actually make sense in a market economy.”Architectural firm AW-ARCH designed the Moghadam Building with a light touch, emphasizing spaciousness in contrast to the heavy concrete buildings that surround it. “The kind of delicacy and fragility of the thing is in some ways a depiction of what happens here,” said architect and co-founding partner Alex Anmahian at the dedication reception, giving a nod to the study of the delicate balance of the earth system itself. The sense is further illustrated by the responsiveness of the façade to the surrounding environment, which, depending on the time of day and quality of light, makes the glass alternately reflective and transparent.Inside, the 11,900-square foot pavilion is highly flexible and serves as a showcase for the science that happens in the labs and offices above. Central to the space is a 16-foot by 9-foot video wall featuring vivid footage of field work, lab research, data visualizations, and natural phenomena — visible even to passers-by outside. The video wall is counterposed to an unpretentious set of stair-step bleachers leading to the second floor that could play host to anything from a scientific lecture to a community pizza-and-movie night.Van der Hilst has referred to his vision for the atrium as a “campus living room,” and the furniture throughout is intentionally chosen to allow for impromptu rearrangements, providing a valuable public space on campus for students to work and socialize.The second level is similarly adaptable, featuring three classrooms with state-of-the-art teaching technologies that can be transformed from a single large space for a hackathon to intimate rooms for discussion.“The space is really meant for a yet unforeseen experience,” Anmahian says. “The reason it is so open is to allow for any possibility.”The inviting, dynamic design of the pavilion has also become an instant point of pride for the building’s inhabitants. At the dedication, School of Science dean Nergis Mavalvala quipped that anyone walking into the space “gains two inches in height.”Van der Hilst quoted a colleague with a similar observation: “Now, when I come into this space, I feel respected by it.”The perfect complementAnother significant feature of the project is the List Visual Arts Center Percent-for-Art Program installation by conceptual artist Julian Charrière, entitled “Everything Was Forever Until It Was No More.”Consisting of three interrelated works, the commission includes: “Not All Who Wander Are Lost,” three glacial erratic boulders which sit atop their own core samples in the surrounding green space; “We Are All Astronauts,” a trio of glass pillars containing vintage globes with distinctions between nations, land, and sea removed; and “Pure Waste,” a synthetic diamond embedded in the foundation, created from carbon captured from the air and the breath of researchers who work in the building.Known for themes that explore the transformation of the natural world over time and humanity’s complex relationship with our environment, Charrière was a perfect fit to complement the new Building 55 — offering a thought-provoking perspective on our current environmental challenges while underscoring the value of the research that happens within its walls.     Featured video: Investigating our blue ocean planet

    A five-year doctoral degree program, the MIT – Woods Hole Oceanographic Institution (WHOI) Joint Program in Oceanography/Applied Ocean Science and Engineering combines the strengths of MIT and WHOI to create one of the largest oceanographic facilities in the world. Graduate study in oceanography encompasses virtually all the basic sciences as they apply to the marine environment: physics, chemistry, geochemistry, geology, geophysics, and biology.

    “As a species and as a society we really want to understand the planet that we live on and our place in it,” says Professor Michael Follows, who serves as director of the MIT-WHOI Joint Program.

    “The reason I joined the program was because we cannot afford to wait to be able to address the climate crisis,” explains graduate student Paris Smalls. “The freedom to be able to execute on and have your interests come to life has been incredibly rewarding.”

    “If you have a research problem, you can think of the top five people in that particular niche of a topic and they’re either down the hallway or have some association with WHOI,” adds graduate student Samantha Clevenger. “It’s a really incredible place in terms of connections and just having access to really anything you need.”

    Responsive design meets responsibility for the planet’s future

    MIT senior Sylas Horowitz kneeled at the edge of a marsh, tinkering with a blue-and-black robot about the size and shape of a shoe box and studded with lights and mini propellers.

    The robot was a remotely operated vehicle (ROV) — an underwater drone slated to collect water samples from beneath a sheet of Arctic ice. But its pump wasn’t working, and its intake line was clogged with sand and seaweed.

    “Of course, something must always go wrong,” Horowitz, a mechanical engineering major with minors in energy studies and environment and sustainability, later blogged about the Falmouth, Massachusetts, field test. By making some adjustments, Horowitz was able to get the drone functioning on site.

    Through a 2020 collaboration between MIT’s Department of Mechanical Engineering and the Woods Hole Oceanographic Institute (WHOI), Horowitz had been assembling and retrofitting the high-performance ROV to measure the greenhouse gases emitted by thawing permafrost.

    The Arctic’s permafrost holds an estimated 1,700 billion metric tons of methane and carbon dioxide — roughly 50 times the amount of carbon tied to fossil fuel emissions in 2019, according to climate research from NASA’s Jet Propulsion Laboratory. WHOI scientists wanted to understand the role the Arctic plays as a greenhouse gas source or sink.

    Horowitz’s ROV would be deployed from a small boat in sub-freezing temperatures to measure carbon dioxide and methane in the water. Meanwhile, a flying drone would sample the air.

    An MIT Student Sustainability Coalition leader and one of the first members of the MIT Environmental Solutions Initiative’s Rapid Response Group, Horowitz has focused on challenges related to clean energy, climate justice, and sustainable development.

    In addition to the ROV, Horowitz has tackled engineering projects through D-Lab, where community partners from around the world work with MIT students on practical approaches to alleviating global poverty. Horowitz worked on fashioning waste bins out of heat-fused recycled plastic for underserved communities in Liberia. Their thesis project, also initiated through D-Lab, is designing and building user-friendly, space- and fuel-efficient firewood cook stoves to improve the lives of women in Santa Catarina Palopó in northern Guatemala.

    Through the Tata-MIT GridEdge Solar Research program, they helped develop flexible, lightweight solar panels to mount on the roofs of street vendors’ e-rickshaws in Bihar, India.

    The thread that runs through Horowitz’s projects is user-centered design that creates a more equitable society. “In the transition to sustainable energy, we want our technology to adapt to the society that we live in,” they say. “Something I’ve learned from the D-Lab projects and also from the ROV project is that when you’re an engineer, you need to understand the societal and political implications of your work, because all of that should get factored into the design.”

    Horowitz describes their personal mission as creating systems and technology that “serve the well-being and longevity of communities and the ecosystems we exist within.

    “I want to relate mechanical engineering to sustainability and environmental justice,” they say. “Engineers need to think about how technology fits into the greater societal context of people in the environment. We want our technology to adapt to the society we live in and for people to be able, based on their needs, to interface with the technology.”

    Imagination and inspiration

    In Dix Hills, New York, a Long Island suburb, Horowitz’s dad is in banking and their mom is a speech therapist. The family hiked together, but Horowitz doesn’t tie their love for the natural world to any one experience. “I like to play in the dirt,” they say. “I’ve always had a connection to nature. It was a kind of childlike wonder.”

    Seeing footage of the massive 2010 oil spill in the Gulf of Mexico caused by an explosion on the Deepwater Horizon oil rig — which occurred when Horowitz was around 10 — was a jarring introduction to how human activity can impact the health of the planet.

    Their first interest was art — painting and drawing portraits, album covers, and more recently, digital images such as a figure watering a houseplant at a window while lightning flashes outside; a neon pink jellyfish in a deep blue sea; and, for an MIT-wide Covid quarantine project, two figures watching the sun set over a Green Line subway platform.

    Art dovetailed into a fascination with architecture, then shifted to engineering. In high school, Horowitz and a friend were co-captains of an all-girls robotics team. “It was just really wonderful, having this community and being able to build stuff,” they say. Horowitz and another friend on the team learned they were accepted to MIT on Pi Day 2018.

    Art, architecture, engineering — “it’s all kind of the same,” Horowitz says. “I like the creative aspect of design, being able to create things out of imagination.”

    Sustaining political awareness

    At MIT, Horowitz connected with a like-minded community of makers. They also launched themself into taking action against environmental injustice.

    In 2022, through the Student Sustainability Coalition (SSC), they encouraged MIT students to get involved in advocating for the Cambridge Green New Deal, legislation aimed at reducing emissions from new large commercial buildings such as those owned by MIT and creating a green jobs training program.

    In February 2022, Horowitz took part in a sit-in in Building 3 as part of MIT Divest, a student-led initiative urging the MIT administration to divest its endowment of fossil fuel companies.

    “I want to see MIT students more locally involved in politics around sustainability, not just the technology side,” Horowitz says. “I think there’s a lot of power from students coming together. They could be really influential.”

    User-oriented design

    The Arctic underwater ROV Horowitz worked on had to be waterproof and withstand water temperatures as low as 5 degrees Fahrenheit. It was tethered to a computer by a 150-meter-long cable that had to spool and unspool without tangling. The pump and tubing that collected water samples had to work without kinking.

    “It was cool, throughout the project, to think, ‘OK, what kind of needs will these scientists have when they’re out in these really harsh conditions in the Arctic? How can I make a machine that will make their field work easier?’

    “I really like being able to design things directly with the users, working within their design constraints,” they say.

    Inevitably, snafus occurred, but in photos and videos taken the day of the Falmouth field tests, Horowitz is smiling. “Here’s a fun unexpected (or maybe quite expected) occurrence!” they reported later. “The plastic mount for the shaft collar [used in the motor’s power transmission] ripped itself apart!” Undaunted, Horowitz jury-rigged a replacement out of sheet metal.

    Horowitz replaced broken wires in the winch-like device that spooled the cable. They added a filter at the intake to prevent sand and plants from clogging the pump.

    With a few more tweaks, the ROV was ready to descend into frigid waters. Last summer, it was successfully deployed on a field run in the Canadian high Arctic. A few months later, Horowitz was slated to attend OCEANS 2022 Hampton Roads, their first professional conference, to present a poster on their contribution to the WHOI permafrost research.

    Ultimately, Horowitz hopes to pursue a career in renewable energy, sustainable design, or sustainable agriculture, or perhaps graduate studies in data science or econometrics to quantify environmental justice issues such as the disproportionate exposure to pollution among certain populations and the effect of systemic changes designed to tackle these issues.

    After completing their degree this month, Horowitz will spend six months with MIT International Science and Technology Initiatives (MISTI), which fosters partnerships with industry leaders and host organizations around the world.

    Horowitz is thinking of working with a renewable energy company in Denmark, one of the countries they toured during a summer 2019 field trip led by the MIT Energy Initiative’s Director of Education Antje Danielson. They were particularly struck by Samsø, the world’s first carbon-neutral island, run entirely on renewable energy. “It inspired me to see what’s out there when I was a sophomore,” Horowitz says. They’re ready to see where inspiration takes them next.
